The Delaware Valley Regional Planning Commission (DVRPC) is opening two overlapping public comment periods to seek your input on the following documents:
- Draft Update: Connections 2050 Plan for Greater Philadelphia (Plan)
- Draft FFY 2026 DVRPC Transportation Improvement Program (TIP) for New Jersey (FFY26-FFY29) and Draft FFY 2026 New Jersey Statewide Transportation Improvement Program (STIP) (FFY26-FFY29)
- Draft Conformity Determination document
DVRPC will accept comments on the Plan and TIP from July 18, 2025, until August 20, 2025, at 5:00 PM local time.
There will also be a second, related public comment period for the Draft Conformity Determination: Draft Update: Connections 2050 Long-Range Plan, Draft FFY 2026 DVRPC TIP for New Jersey, and FFY 2025 TIP for Pennsylvania. Public comments on the Draft Conformity Determination document will be accepted from August 4, 2025, to September 5, 2025, at 5:00 PM local time.

If requested, these documents can be translated into an alternative format or language. Hard copies are also available at public libraries throughout the region and upon request.
As the federally designated Metropolitan Planning Organization (MPO) for Greater Philadelphia, DVRPC must develop a long-range transportation plan for the region every four years that includes a vision for the orderly growth and development of the region. The Draft Update: Connections 2050 Long-Range Plan also includes a fiscally constrained financial plan that outlines how the region intends to invest reasonably anticipated federal, state, and local revenues in transportation infrastructure. Once adopted by the DVRPC Board (expected in September 2025), it will replace the current Connections 2050 Long-Range Plan.
The Draft FFY 2026 DVRPC TIP for New Jersey represents the region's federally funded transportation improvement priorities and is required by federal law in order for the region to be eligible to receive and spend federal transportation funds. The TIP also includes non-federally funded projects that are regionally significant in order to provide a broad picture of the region's transportation improvements. DVRPC is also accepting comments on the Draft FFY 2026 NJ STIP.
A Conformity Determination is conducted to ensure transportation investments contained in the Plan and TIPs conform to the federal Clean Air Act, and to demonstrate that a proposed plan or projects will not negatively impact a region’s ability to meet or maintain federal air quality standards.
DVRPC is hosting two public meetings on these draft documents. The meetings will include presentations on each of the draft documents. To reach as many people as possible, one meeting will be held in-person and one will be hybrid, allowing attendees to attend online or in-person. Comments received via mail must be postmarked by August 20, 2025, for the Draft Plan and Draft DVRPC TIP for New Jersey, and by September 5, 2025, for the Draft Conformity Determination. Responses will not be provided unless comments are submitted in writing during the public comment period.
