Registering with OpenGov will allow you to:
- Participate in solicitation opportunities and receive notifications of future opportunities by selecting “Subscribe.”
- Receive updates to existing solicitations by finding the specific solicitation and clicking the “Follow” button. Interested parties will receive notifications and related addenda automatically.
- Submit questions and receive answers for open solicitations.
- Ensure you have accurately completed your electronic submission to solicitations.
Important Notices
DVRPC treats all information submitted through a competitive solicitation as confidential and proprietary in accordance with its Access to Records Policy (link to new webpage). While this information is not made public, unsuccessful respondents may request a debriefing meeting to discuss their submission and evaluation results.

The Delaware Valley Regional Planning Commission (DVRPC) fully complies with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related nondiscrimination mandates in all programs and activities. DVRPC is committed to ensuring that no person is excluded from participation in, or denied the benefits of, all programs and activities on the basis of race, creed, color, national origin, age, gender, disability, sexual orientation, or income level, as protected by Title VI of the Civil Rights Act of 1964 and other related nondiscrimination mandates.
DVRPC's website, www.dvrpc.org, may be translated into multiple languages. Publications and other public documents can be made available in alternative languages and formats, if requested. DVRPC’s public meetings are always held in ADA-accessible facilities and in transit-accessible locations whenever possible. DVRPC will work to accommodate all reasonable requests for translation, interpretation, accommodations or other auxiliary services and encourages that requests be made at least seven days prior to a public meeting. Any person who believes they have been aggrieved by an unlawful discriminatory practice by DVRPC under Title VI has a right to file a formal complaint. Any such complaint must be in writing and filed with DVRPC's ADA and Title VI Compliance Officer Shoshana Akins and/or the appropriate state or federal agency within 180 days of the alleged discriminatory occurrence. Complaints that a program, service, or activity of DVRPC is not accessible to persons with disabilities should be directed to Shoshana Akins as well. Disadvantaged Business Enterprises (DBE)
The Delaware Valley Regional Planning Commission (DVRPC) is committed to ensuring that Disadvantaged Business Enterprises (DBEs) are afforded an equal opportunity to compete for contracts and subcontracts funded in whole or in part with U.S. Department of Transportation (USDOT) assistance.
DBEs are firms that are currently certified by the Pennsylvania Unified Certification Program (PAUCP) and/or the New Jersey Unified Certification Program (NJUCP) in accordance with 49 CFR Part 26. Only firms that are certified at the time of proposal submission and/or contract award, as applicable, may be considered DBEs for purposes of participation.
Any party entering into an agreement with DVRPC is encouraged to involve DBEs in the performance of the required work and to document such participation in its proposal narrative and budget, where applicable.
In accordance with 49 CFR §26.7, any party entering into an agreement with DVRPC shall not discriminate on the basis of race, color, national origin, or sex in the award and performance of any contract or in the administration of its DBE program or the requirements of 49 CFR Part 26.
All parties to DVRPC agreements shall take all necessary and reasonable steps, as required under 49 CFR Part 26, to ensure nondiscrimination in the award and administration of subcontracts. Each prime contractor or subrecipient must include the following DBE assurance in every subcontract entered into under a DOT-assisted agreement:
The contractor, subrecipient, or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of DOT-assisted contracts. Failure by the contractor to carry out these requirements is a material breach of this contract, which may result in the termination of this contract or such other remedy as the recipient deems appropriate.

Locating Certified DBE Firms
DVRPC encourages prospective contractors to use the Pennsylvania and New Jersey Unified Certification Program directories to identify certified Disadvantaged Business Enterprise (DBE) firms that may be engaged as subcontractors.
