The Transportation Alternatives Set-Aside (TASA) program is a federal program that funds community-based "non-traditional" projects designed to strengthen the cultural, aesthetic, and environmental aspects of the nation's intermodal transportation system. Selected projects include trail, sidewalk, pedestrian improvements, and bicycle improvements.
2025 TA Set-Aside Application Round
The last solicitation round was held in the summer and fall of 2025 with final applications due October 31, 2025. In an effort to strengthen applications, DVRPC and PennDOT held mandatory meetings with potential awardees that had submitted pre-applications.
Project Eligibility
The Pennsylvania program is administered by PennDOT in partnership with DVRPC. Eligible projects must fall into one of the following categories:
- Enhance bicycle or pedestrian facilities
- Improve access to public transportation
- Create safe routes to schools
- Convert abandoned railway corridors to trails
- Create overlooks and viewing areas
- Preserve and rehab historic transportation facilities
- Manage vegetation
- Mitigate wildlife mortality
Local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, local education agencies, or schools, and tribal governments are eligible to apply for the competitive TA Set-Aside funds.
Technical Assistance
As part of the Infrastructure Investment and Jobs Act (IIJA) federal funding for our region, DVRPC has hired a consultant to perform pre-application related engineering tasks at no cost to municipalities for projects eligible for TASA This technical assistance includes project development and pre-application engineering, including but not limited to:
- Cost estimation
- Deed and utility research
- Environmental research
- Analysis of project constraints
- Conceptual plans
- Logical termini identification and phasing plans

Note: This pre-application technical assistance does not fund or replace the preliminary engineering or final design required for PennDOT projects, which are the responsibility of the sponsor.
