Federal regulations require state departments of transportation and MPOs to establish and use a performance-based approach in transportation decision-making. This includes developing transportation project evaluation criteria consistent with long-range plan goals and tracking Transportation Performance Management (TPM) performance measures, setting data-driven performance targets for each measure, and selecting projects to help meet those targets. DVRPC uses performance-based planning and programming (PBPP) to increase transparency and accountability, better connect investments to outcomes, and inform decision-making that supports both the Plan’s vision and goals, and TPM performance targets.
