Transportation operations, also known as transportation systems management and operations (TMSO), promotes operational improvements that maintain and restore the performance of existing transportation systems. TSMO often takes a systems-wide approach as opposed to addressing singular projects or corridors. DVRPC works with regional partners to promote relevant strategies and programs and helps coordinate first responders across multiple jurisdictions, agencies, and modes to improve system performance.
Transportation Operations Task Force
The Transportation Operations Task Force (TOTF) is the focal point of regional intelligent transportation systems (ITS) coordination. It is a forum for agencies to share information on ITS deployments and incident management programs, coordinate on regional ITS issues and emerging technologies, and respond to federal initiatives.
Interactive Detour Route Mapping (IDRuM)
IDRuM is a DVRPC-developed internet application for accessing official PennDOT detour routes covering five Pennsylvania counties.

DVRPC launched its Digital Alerting Program in 2024. The program uses Responder-to-Vehicle technology to alert motorists of responders’ positions directly to their vehicle navigation system when a response vehicle’s emergency lights are activated. This technology increases awareness of roadside hazards and encourages compliance with state Move Over, Slow Down laws, which require motorists to move over or slow down as they travel past active roadway incidents such as a crash, stalled vehicle, or roadway debris. As of January 2026, over 150 agencies and 650+ emergency response vehicles are equipped with digital alerting devices. These devices have delivered over 2.6 million digital real-time alerts to motorists across the Greater Philadelphia region through apps like Apple Maps and Waze and vehicle navigation systems.
Traffic Incident Management
Even a minor incident can have a dramatic impact on traffic congestion, while also exposing first responders to extreme risk. DVRPC has established several traffic incident management task forces to facilitate emergency responder coordination and enhance responder safety. At these meetings, staff have assisted emergency responders in developing policy and procedure manuals, worked with NJDOT and PennDOT to conduct after action reviews of recent incidents, and conducted training programs to increase awareness of the need to keep traffic moving and personnel safe.
Electric Vehicle (EV) Task Force
EVs are powered by lithium-ion batteries. In emergency situations, the batteries may ignite and require emergency response personnel to take different approaches than other vehicle fires. DVRPC convened the Electric Vehicle Task Force to promote training and develop best practices for responding to these incidents. The group released an Electric Vehicle Emergency Operating Best Practices Guide.
Regional Traffic Signal Retiming Program
DVRPC’s Regional Traffic Signal Retiming Program aims to improve traffic operations along critical corridors on the county road system in Camden, Burlington, Gloucester, and Mercer Counties. By providing revised signal timing plans, this program aims to reduce travel times on arterials, minimize stops and delays, and maximize safety for all users–pedestrians, bicyclists, transit riders, and drivers.
