Transportation Improvement Program

The Transportation Improvement Program (TIP) is the regionally agreed-upon list of priority transportation projects that the region plans to carry out over a four-year period, as required by federal law (most recently, the Infrastructure Investment and Jobs Act/Bipartisan Infrastructure law (IIJA/BIL), building on prior federal transportation legislation). 

The TIP includes an estimated timeframe and cost for each project. Federal regulation requires the TIP to cover a minimum of four years, but DVRPC TIP documents include 12 years for Pennsylvania and 10 years for New Jersey in order to better understand expected resources and provide more realistic cost estimates and timeframes for advancement of TIP projects. 

The TIP includes all projects that intend to use federal funds as well as local- and state-funded project that are considered regionally significant. These projects cover improvements to all modes of transportation, including bicycle and pedestrian projects, bridge repair, public transportation, freight movement, and local road and highway projects. 

DVRPC is federally required to manage one TIP for the New Jersey portion and one for the Pennsylvania portion of the nine-county DVRPC region. The TIPs are revised every two years and must be adopted by the DVRPC Board. After adoption, the TIP is frequently amended to accommodate changes to project cost, schedule, and/or timing, or to add or remove projects as necessary. The source or amount of funding may also change.

This presentation offers an overview of the TIP and the role DVRPC plays in developing and maintaining the New Jersey and Pennsylvania TIP documents. It provides information specific to our region–including before-and-after images of projects–to help explain the transportation planning process and how residents can get involved.

DVRPC’s Draft TIP for Pennsylvania represents the region's federally funded transportation improvement priorities and is required by federal law in order for the region to receive and spend federal transportation funds.

New Jersey TIP

The DVRPC Federal Fiscal Year (FFY) 2026 TIP for New Jersey (FY24-FY27) was adopted by the DVRPC Board on September 28, 2025, and became effective on December 15, 2025. This document represents the latest program of transportation projects for the NJ portion of the region. This TIP will remain in effect until at least September 30, 2027.

Pennsylvania TIP

The DVRPC FY 2025 TIP for PA (FY25-FY28) was adopted by the DVRPC Board on July 25, 2024, and is in effect from October 1, 2024, to September 30, 2026. This document catalogs the latest program of transportation projects for the Pennsylvania counties in the DVRPC region.

Annual Lists of Federally Obligated Projects

Reports on federally obligated funding amounts for individual projects help provide information about project delivery status during a given fiscal year. “Obligation” or federal authorization is a legal commitment; it is the federal government’s promise to pay for the federal share of a project’s eligible cost. Keep in mind that:

  • projects for which funds have been obligated are not necessarily completed in the TIP program year;
  • the amount of obligation in a fiscal year will not necessarily equal the total cost of the project; and
  • the amount of obligated funds may vary from the amount estimated in the TIP.

Project Implementation

DVRPC provides project management assistance to PennDOT and our New Jersey counties for certain federally funded transportation projects. The PennDOT-assisted projects include multi-use trails, reconstruction/restoration of historic transportation buildings, improvements to scenic roads, pedestrian facilities, and streetscape improvements, among other types of projects. DVRPC also assists our New Jersey counties with the implementation of bridge, roadway, and intersection improvement projects funded with Urban Allocated Surface Transportation Program (STU) funds.
