The DVRPC Board is an 18-member body that holds the authority and responsibility to make decisions affecting the entire organization as well as the nine-county region. It creates and defines the duties of the Office of the Executive Director and the various DVRPC committees, and approves and adopts the annual planning work program. The Board establishes regional transportation policies, determines allocation of available transportation funds, and prioritizes transportation projects. They also set policies and adopt plans related to public engagement, freight and aviation, land use, air quality, housing, and water quality.
Non-Voting Representatives
The DVRPC Compact allows for the participation of non-voting representatives to the Commission and specifically allows for up to three representatives each from the Federal Highway Administration and the U.S. Department of Housing and Urban Development. The DVRPC by-laws also allow for up to two non-voting representatives each from the Federal Transit Administration and the U.S. Environmental Protection Agency, and one representative each from the PA Department of Environmental Protection, the NJ Department of Environmental Protection, the PA Department of Community and Economic Development, the NJ Office for Planning Advocacy, SEPTA, NJ Transit, PATCO, and DRPA.
