Draft FFY 2027 TIP for Pennsylvania (FFY27-FFY30)

DVRPC’s Draft TIP for Pennsylvania represents the region's federally funded transportation improvement priorities and is required by federal law in order for the region to receive and spend federal transportation funds. It has been developed in cooperation with the Pennsylvania Department of Transportation (PennDOT), Southeastern Transportation Authority (SEPTA), Pottstown Area Rapid Transit (PART) and DVRPC's member counties and cities. After consideration of public comments, the Draft TIP with any recommended changes will be presented to the DVRPC Board for adoption at the regularly scheduled Board meeting on July 23, 2026.

DVRPC invites you to review and comment on the Draft FFY 2027 TIP for the DVRPC Pennsylvania Subregion. The public comment period will end at 5:00 PM local time on Monday, June 22, 2026.

The public comment period for the Draft DVRPC FFY 2027 TIP for Pennsylvania opened on May 21, 2026, and extends through June 22, 2026 at 5:00 PM (local time). There will be two public meetings. A hybrid meeting will be held on June 9th, while an online only meeting will be held on June 11th for the purpose of informing interested parties on how to make public comments on the Draft DVRPC FFY 2027 TIP for Pennsylvania:

Comments received via mail must be postmarked by June 22, 2026. If a person needs assistance in providing a written comment, they should contact the DVRPC Office of Communications and Engagement at 215-592-1800 or public_affairs@dvrpc.org. Legal notices explaining the public comment process were published by the following newspapers: the Philadelphia Inquirer, Philadelphia Tribune, and Al Dia. DVRPC frequently employs social media (Facebook,  Instagram, and LinkedIn) during the public comment period to garner the public’s interest and attention. For example, DVRPC will highlight different projects and facts via social media posts. For those without internet access, draft documents are available at the DVRPC office in the American College of Physicians Building in downtown Philadelphia. The public is asked to call (215) 592-1800 to make this request. Hard copies of the Draft TIP documents are also available at certain public libraries across the region that are listed in Table 1: “Libraries Displaying the Draft DVRPC FFY 2027 TIP for Pennsylvania.” After the public comment period ends, DVRPC staff will gather responses to each public comment from the appropriate agency. Responses are only provided to comments submitted in writing during the public comment period.

How to Submit a Public Comment

Submit comments online by following these steps:

  1. Navigate to the DVRPC TIP application
  2. Once there, choose any of the following tabs:
    1. Projects
    2. Projects by County
    3. Interactive Map
    4. Click on “Choose” at the top of any of those tabs and toggle to the Draft 2027 PA TIP
    5. Enter a general comment by clicking the “Comment” button to the right of the “Choose” button, or
    6. Click on a specific project from any of the tabs noted above to open the project detail page and click the “Add Comment” button.

DVRPC Regional FHWA-Funded (Highway) Program by County:

  • To generate a list of FHWA-funded projects by county, navigate to the TIP. Then, click the “Project by County” tab and select your county.
  • To produce a report, click “Export”.

DVRPC Regional FTA-Funded (Transit) Program by Operator

  • To generate a list of FTA-funded projects by operator, navigate to the TIP. Then, click the “Projects” tab and select your operator (SEPTA, PART, or PennDOT Transit) under the “Lead Agency” category.
  • To produce a report, click “Export”.

What happens after the public comment period ends? Written comments received during the public comment period and responses to those comments will be provided in the final printed TIP document as part of the public record. After consideration of the public comments received, the Draft TIP with any recommended changes will be presented to the DVRPC Board for adoption at the July 23, 2026 regularly scheduled Board meeting. Note that comments received after the comment period is over will not receive a response or be included in the final TIP document.
