5. Transportation Improvement Program (TIP) Actions

The following projects require formal TIP modifications or amendments this month for the FFY 2026 TIP for New Jersey and the FFY 2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package. 6. FY 2027 Project Selection for the Pennsylvania Transportation and Community Development Initiative (TCDI) Program 

TCDI is a funding opportunity for local planning initiatives that have a transportation nexus and that also advance the goals of the region’s long-range plan. DVRPC staff will present the FY 2027 Pennsylvania TCDI program guidelines, review process, and recommended list of projects for funding. Spencer Gober, Manager of the Office of Community and Economic Development, will present.

7. Regional Trails Program Recommended 2026 Awards

DVRPC's Regional Trails Program is a competitive grant program that provides funding for the planning, design, and construction of segments of the Circuit Trails, Greater Philadelphia’s multi-use trail network. The program selection committee has recommended 17 projects for funding in the 2026 grant round. Shawn Megill Legendre, Manager of the Regional Trails Program, will present.

8. PM3 Congestion Mitigation Air Quality (CMAQ) Traffic Congestion Measures Two- and Four-Year Targets for the Philadelphia, PA-NJ-DE-MD and Trenton, NJ Urban Areas

Federal performance measure regulations require that MPOs in air quality nonattainment and maintenance areas with populations over 200,000 population report on existing performance and establish two- and four-year targets for two traffic congestion measures: percent non-single occupant vehicle (non-SOV) travel and annual hours of peak hour excessive delay (PHED) per capita. DVRPC staff have coordinated with MPO and other planning partners to set two- and four-year performance measure targets for the Philadelphia PA-NJ-DE-MD and Trenton, NJ urban areas for the third performance period (2026-2029). Tom Edinger, Manager of Congestion Management Programs will present.   

9. DVRPC FY 2026 Work Program Amendments - NJ CRRSAA Funds

Staff continue to collaborate with our New Jersey member governments on work requests to make use of remaining Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) funds. DVRPC recently developed four new project requests for a range of tasks and services, which NJDOT approved as an appropriate use of funds. The RTC will be asked to consider FY 2026 UPWP amendments to advance these projects. Greg Krykewycz, Director of Transportation Planning, will present.

10. DVRPC FY 2027 Work Program Amendment – Greater Philadelphia RIA – Lower South

On April 28, the Build America Bureau of the USDOT awarded DVRPC $1.15 million through the Regional Infrastructure Accelerators (RIA) program, which helps regions accelerate the delivery of transportation infrastructure through innovative approaches to planning, financing, and partnerships. DVRPC’s Greater Philadelphia RIA – Lower South will focus on the Lower South area of Philadelphia and Delaware County, supporting efforts to address transportation and resilience needs associated with both planned future development and existing flooding challenges. The Greater Philadelphia - Lower South RIA will also set a foundation on which to continue providing these services regionwide following this pilot. Jesse Buerk, Associate Director, Capital Programs and Project Development, will present. 

11. Election of FY 2027 RTC Officers

A nominating committee for FY 2027 RTC Officers was appointed in May. The Nominating Committee met and has recommended a slate of candidates. Nominations will also be accepted from the floor. Michael Boyer, Director of Regional Planning, will present.

12. FFY 2027 PA TIP and Amendment 1 to the Update: Connections 2050 Long-Range Plan

DVRPC has developed a new FFY 2027 PA TIP and Amendment 1 to the Update: Connections 2050 Long-Range Plan in cooperation with member governments, the state Departments of Transportation, transit operators, and other planning partners. Staff will present an overview of the new FFY 2027 PA TIP, including new proposed projects to be added, and existing projects proposed to be deferred to the Long-Range Plan.

Staff will also present details of Amendment 1 to the Update: Connections 2050 Long-Range Plan. The amendment is necessitated by new TIP projects and changes to the scope, funding, status, and/or timing of various existing Major Regional Projects and ensures the Plan remains aligned with the regional TIP and state programs.  

Both documents are currently open for public comment and staff will ask the RTC to recommend that the Board adopt the FFY 2027 TIP for Pennsylvania and Amendment 1 to the Update: Connections 2050 Plan at the July meeting. Travis Spotts, Capital Program Coordinator, and Amani Bey, Senior Planner, will present.
