Background/Analysis/Issues
NJDOT has requested that DVRPC amend the FFY 2026 S/TIP for New Jersey by decreasing the FFY26 Engineering/Right-of-Way/Construction (ERC) Phase of the Bridge Deck/Superstructure Replacement Program (DB #03304) by $18.847 M NHPP from $23.847 M NHPP to $5 M NHPP. The reason for this cost decrease is that the programmed funds will not be utilized on current projects and can instead be directed to other FFY26 projects and programs.
This program provides funding for design and construction of deck preservation, deck replacement, and superstructure replacement projects in various locations throughout the state. This is a statewide program which will address an approved priority listing of deficient bridge decks. This program also provides funding for recommendations, coring, non-destructive evaluation/testing, survey, aerial photography, photogrammetry, base mapping, and engineering.
Financial Constraint
Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by NJDOT show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.
Conformity Finding
The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis

Recommendations
Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC.
DVRPC Staff: Recommends Approval.

The Regional Technical Committee recommends the DVRPC Board approve TIP Action NJ26-035, NJDOT’s request that DVRPC amend the FFY 2026 S/TIP for New Jersey by decreasing the FFY26 ERC Phase of the Bridge Deck/Superstructure Replacement Program (DB #03304) by $18.847 M NHPP from $23.847 M NHPP to $5 M NHPP.
