Date Prepared: 05/30/2026

6. FY 2027 Project Selection for the Pennsylvania Transportation and Community Development Initiative (TCDI) Program

Background/Analysis/Issues

The Transportation and Community Development Initiative (TCDI) is a noncompetitive funding opportunity that advances the goals of the region’s long-range plan, Update: Connections 2050, and improves the region’s transportation network. Eligible entities include municipal and county governments and transit agencies in the five Pennsylvania counties of the DVRPC region.

For FY 2027, up to $1.4 million was available for projects, with a minimum award of $100,000 per project and a soft maximum cap of $300,000 per project. DVRPC received twenty-one project ideas totaling $3,145,000. The Pennsylvania TCDI Advisory Committee—representing DVRPC counties, state agencies, transit agencies, and the Pennsylvania Department of Transportation—met in April to review and prioritize project ideas. The recommended project list is attached.

Cost and Source of Funds
