5e. Resiliency and Sustainability Program (MPMS #121366), SEPTA

Background/Analysis/Issues

SEPTA has requested that DVRPC amend the FFY 2025 TIP for Pennsylvania by adding a new  Waterproofing Program Project to the Resiliency and Sustainability Program (MPMS #121366).

No new funding will be added to the TIP. Due to the timing of SEPTA’s FY 2027 PennDOT grant award and the adoption of the FFY 2027 Pennsylvania Transportation Improvement Program (PA TIP), SEPTA is requesting the inclusion of the following project for pre-award authority purposes only. SEPTA will not utilize any FY 2026 grant funds for this project. The grants for this project are included in the FY 2027 SEPTA Capital Budget Proposal. 

The Waterproofing Program Project will implement a systemwide waterproofing program to protect SEPTA’s legacy infrastructure, prevent damage, reduce costs, and enhance resilience against flooding. 

Financial Constraint

Financial constraint will be maintained as there is no change in funding.

Conformity Finding

The TIP's current conformity finding will not be impacted by this amendment as these projects are exempt from air quality analysis and not regionally significant.

Cost and Source of Funds

The overall funding of the program will not change.

Recommendations

Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC Meeting.

DVRPC Staff: Recommends Approval.

Action Proposed

The Regional Technical Committee recommends the DVRPC Board approve TIP Action PA25-097, SEPTA’s request that DVRPC amend the FFY 2025 TIP for Pennsylvania by adding a new Waterproofing Program Project to the Resiliency and Sustainability Program (MPMS #121366).
