Background/Analysis/Issues
NJDOT has requested that DVRPC amend the FFY 2026 S/TIP for New Jersey by increasing the FFY26 Engineering/Right-of-Way/Construction (ERC) Phase of the Safety Programs (DB #19370) program by $39.52 M ($36.928 M HSIP/$2.592 M HSIP-VRUS) from $14.361 M HSIP to $51.289 M HSIP and from $12.028 M HSIP-VRUS to $14.62 M HSIP-VRUS. The reason for this cost increase is to fund the remaining statewide FFY26 authorizations under this line item, which are listed in the attachment. Projects in the region are listed in the table below.

This program uses Highway Safety Improvement Program (HSIP) funding to support eligible Safety Improvement Projects and Pedestrian Safety Improvement Projects, including Engineering, Right-of-Way, and Construction activities intended to reduce fatalities and serious injuries on New Jersey roadways using both hotspot and systemic projects. Examples of these improvements are safety improvements to install countermeasures such as utility pole mitigation, roundabouts, road diets, and other FHWA Proven Safety Countermeasures, including innovative technology to reduce crashes and crash severities on New Jersey’s state roads.
Financial Constraint
Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by NJDOT show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.
Conformity Finding
The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis

Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC.

Action Proposed
The Regional Technical Committee recommends the DVRPC Board approve TIP Action NJ26-040, NJDOT’s request that DVRPC amend the FFY 2026 S/TIP for New Jersey by increasing the FFY26 ERC Phase of the Safety Programs (DB #19370) program by $39.52 M ($36.928 M HSIP/$2.592 M HSIP-VRUS) from $14.361 M HSIP to $51.289 M HSIP and from $12.028 M HSIP-VRUS to $14.62 M HSIP-VRUS.
