5a. Philadelphia Vision Zero Capital Plan Implementation Project (SS4A 22) (MPMS #81930), City of Philadelphia – Increase Project Cost and Update Description

Background/Analysis/Issues

The City of Philadelphia has requested that DVRPC amend the FFY 2025 TIP for Pennsylvania by increasing the FFY26 Construction (CON) phase of the Philadelphia Vision Zero Capital Plan Implementation Project (SS4A ‘22) (MPMS #81930) by $9,188,000 LOC, increasing the project cost from $37,500,000 to $46,688,000, shifting $1,500,000 ($1,200,000 SS4A/$300,000 LOC) from Final Design (FD) to Preliminary Engineering (PE), and updating the project description.  

Due to the extended timeframe required to finalize and execute the grant agreement, updated cost estimates were prepared to reflect price escalation and to ensure the project schedule accurately reflected current delivery assumptions. Construction costs were the prime driver of these increases based on recently bid projects with similar elements. The city is committing an additional $9,188,000 of local funding to fill this gap and $3,155,234 of contingency and construction engineering costs will be removed from the project budget to be paid for by funds outside of the grant if such an occasion should arise.

This project advances the City of Philadelphia’s Vision Zero Capital Plan by delivering safety improvements along several priority High Injury Network corridors. Improvements include both planning and design activities as well as construction on the North Broad Street and Cecil B. Moore corridors. The program aims to reduce severe crashes, enhance multimodal safety, and support safer access for people walking, bicycling, taking transit, and driving. 

The project consists of four subprojects. Subproject 1 includes preliminary engineering, final design, and construction of safety upgrades along North Broad Street between Cecil B. Moore Avenue and Allegheny Avenue, and along Cecil B. Moore Avenue between 10th and 17th Streets. Treatments include raised pedestrian crossings, medians and refuge islands, curb extensions, signal upgrades, sidewalk improvements, concrete-protected bicycle lanes, roadway upgrades, and transit boarding islands. Subprojects 2, 3, and 4 advance planning, preliminary engineering, and final design for safety improvements on East Market Street, six additional High Injury Network corridors, and Old York Road, respectively. 

The project also includes development of the Vision Zero Capital Plan Phase II and creation of the Safe System Analysis Tool, a citywide database and analytical framework to evaluate roadway risk and inform countermeasure selection. These planning elements will strengthen future capital project development and support data-driven safety investments citywide. Improvements developed through this project will advance long-term Vision Zero goals by reducing fatalities and serious injuries across multiple neighborhoods in North, West, and Center City Philadelphia.

Financial Constraint

Financial constraint will be maintained as these are additional and external funds to DVRPC’s Core funding.

Conformity Finding

The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis.

Recommendations

Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC Meeting.

DVRPC Staff: Recommends Approval.

The Regional Technical Committee recommends the DVRPC Board approve TIP Action PA25-093, the City of Philadelphia’s request to amend the FFY 2025 TIP for Pennsylvania by increasing the Construction (CON) phase of the Philadelphia Vision Zero Capital Plan Implementation Project (SS4A ‘22) (MPMS #81930) by $9,188,000 LOC, increasing the project cost from $37,500,000 to $46,688,000, shifting $1,500,000 ($1,200,000 SS4A/$300,000 LOC) from FD to PE, and updating the project description.
