5g. Electric Vehicle Infrastructure Program (DB #22350), Statewide

Background/Analysis/Issues

NJDOT has requested that DVRPC amend the FFY 2026 S/TIP for New Jersey by adding the Electric Vehicle Infrastructure Program (DB #22350) back into the S/TIP for Engineering/Right-of-Way/Construction (ERC) in the amount of $34 M NEVFP in FFY26. The reason for adding this program back into the S/TIP is to fund the authorizations for two National Electric Vehicle Infrastructure (NEVI) Contracts, NEVI–North and NEVI–South.

The deployment of electric vehicle charging infrastructure included in NEVI–North and NEVI–South contracts achieves the NEVI program's core objectives to ensure a convenient, affordable, and reliable charging experience for all users. In keeping with industry trends and technological advances, NJDOT has included both Combined Charging (CCS) and North American Charging Standard (NACS) ports in their fully built out network. The current Direct Current Fast Charger (DCFC) station placement along New Jersey’s Alternative Fuel Corridors (all 10 interstate highways as well as the NJ Turnpike, Garden State Parkway and Atlantic City Expressway) complies with NEVI requirements of four DCFC ports every 50 miles and aligns with New Jersey’s established goals for two DCFC ports every 25 miles.

This program provides funding to strategically deploy electric vehicle (EV) charging infrastructure and to establish an interconnected network to facilitate data collection, access, and reliability.

Financial Constraint

Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by NJDOT show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.

Conformity Finding

The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis

Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC.

DVRPC Staff: Recommends Approval.

Action Proposed

The Regional Technical Committee recommends the DVRPC Board approve TIP Action NJ26-034, NJDOT’s request that DVRPC amend the FFY 2026 S/TIP for New Jersey by adding the Electric Vehicle Infrastructure Program (DB #22350) back into the S/TIP for ERC in the amount of $34 M NEVFP in FFY26.
