Background/Analysis/Issues
SEPTA has requested that DVRPC amend the FFY 2025 TIP for Pennsylvania by adding two new projects, the SEPTA University Project and the SEPTA Bus Depot CDL Training Pads Project, to the Maintenance and Transportation Facilities Program (MPMS #102569).
No new funding will be added to the TIP. Due to the timing of SEPTA’s FY 2027 PennDOT grant award and the adoption of the FFY 2027 Pennsylvania Transportation Improvement Program (PA TIP), SEPTA is requesting the inclusion of these two new projects for pre-award authority purposes only. SEPTA will not utilize any FY 2026 grant funds for these projects. The grants for these projects are included in the FY 2027 SEPTA Capital Budget Proposal.
The SEPTA University Project will establish a new SEPTA training headquarters in Center City’s historic Wanamaker Building. This centralized hub will host administrative officers and deliver training for bus, rail transit, and railroad operators, as well as technical and maintenance staff.
The SEPTA Bus Depot CDL Training Pads Project will construct a dedicated, purpose-built Commercial Driver’s License (CDL) training site for CDL training, practice, and skills development efforts for bus operators. The new site, adjacent to Southern Depot, will replace the current facilities at Frontier District and the Xfinity Mobile Arena. The new CDL training site will allow SEPTA to increase the capacity, efficiency, and breadth of its operator training.
Financial Constraint
Financial constraint will be maintained as there is no change in funding.
Conformity Finding
The TIP's current conformity finding will not be impacted by this amendment as these projects are exempt from air quality analysis and not regionally significant.
Cost and Source of Funds
The overall funding of the program will not change.
Recommendations
Regional Technical Committee (RTC): Will make a recommendation at the June 9, 2026, RTC Meeting.
DVRPC Staff: Recommends Approval.
Action Proposed
The Regional Technical Committee recommends the DVRPC Board approve TIP Action PA25-096, SEPTA’s request that DVRPC amend the FFY 2025 TIP for Pennsylvania by adding two new projects, the SEPTA University Project and the SEPTA Bus Depot CDL Training Pads Project, to the Maintenance and Transportation Facilities Program (MPMS #102569).
