Ethan Fogg, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY2026 TIP for New Jersey and/or FFY2025 TIP for Pennsylvania. Attached is the Action statement (“Summary Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.
a) PA25-089: State Road over Darby Creek (Bridge) (MPMS #93105), Delaware County – Increase CON Phase
b) NJ26-017: Pavement Preservation (DB #X51), Statewide – Increase ERC Phase
c) NJ26-018: Guiderail Upgrade (DB #X201), Statewide – Decrease ERC Phase
6. DVRPC’s Travel Options Program (TOP) Proposed Project Selections
Amy Bernkopf, Manager Office of Transit, Bicycle, and Pedestrian Planning, will present. DVRPC’s Travel Options Program (TOP) funds innovative Transportation Demand Management (TDM) projects to provide better access to more travel options across the region and invites concept development projects, operating projects, and education and marketing campaigns. Staff will present 13 projects that were rated, scored, and are recommended for funding for the FY 2027–2028 TOP grant round.
7. Request to Open Public Comment Period for Draft Long-Range Plan Amendment 1, Draft FFY 2027 TIP for Pennsylvania, and Draft Transportation Conformity Determination
Travis Spotts, Capital Program Coordinator, will present. Staff requests authorization to open a public comment period for the purpose of gathering public and agency comments on Draft Amendment 1 of the Update: Connections 2050 Plan for Greater Philadelphia (UC2050 Amendment 1), Draft FFY2027 Transportation Improvement Program (TIP) for Pennsylvania, and Draft Transportation Conformity Determination Finding of the Draft UC2050 Amendment 1, Draft FFY2027 TIP for Pennsylvania, and FFY 2026 TIP for New Jersey; to issue proper public notifications; to publish the draft documents on the Internet; to make copies available at certain public libraries; and to hold public meetings.
8. Updated Memorandum of Understanding Between DVRPC and LVTS
Michael Boyer, DVRPC Director of Regional Planning, will present. Criteria and boundary changes as a result of the 2020 Decennial Census require DVRPC to update its Memorandum of Understanding (MOU) with the Lehigh Valley Transportation Study (LVTS). The updated MOU outlines areas of coordination and the division of transportation planning responsibilities among and between the Metropolitan Planning Organizations.

9. Rethinking Parking Requirements: Toward More Effective Standards and Management
Andrew Svekla, Manager of the Office of Smart Growth, will present. A growing number of communities are finding that minimum parking requirements—those regulations that mandate a set number of off-street parking spaces for new developments—can contribute to excessive parking and a host of negative economic and environmental impacts. This presentation will outline strategies that municipalities can use to right-size their parking requirements, lowering housing costs and strengthening local economies in the process.
10. I-476 Active Traffic Management/Flex Lanes Project
Paul Valliere, Project Manager at GFT, and Sandi Yeakley, Project Manager at Bensch, will present. An update will be provided on the active traffic management components currently under construction as well as the future flex lanes on I-476 between PA 3 and I-95.
