Background/Analysis/Issues: 

NJDOT has requested that DVRPC amend the FFY2026 S/TIP for New Jersey by decreasing the FFY26 Engineering/Right-of-Way/Construction (ERC) Phase of the Guiderail Upgrade Program (DB #X201) by $35 M NHPP funding from $50 M NHPP to  $15 M NHPP. 

Only one project funded under this program is anticipated to authorize this FFY for $15 M (Guiderail Replacement Central Contract-5). The funding that will be shifted from this  program will provide resources for the Route 23, Route 80, and Route 46 Interchange (DB #9233B6) project in Passaic County ($18 M) and provide resources for remaining  FFY26 authorizations for the Statewide Pavement Preservation Program (DB #X51) ($17 M). The list of remaining authorizations can be seen in the attachment. 

This program provides funding for the design and construction of guiderail replacement projects Statewide. Work is performed to systemically upgrade and replace guiderail  and guiderail end treatments to meet new standards adopted by the Association of  State Highway Transportation Officials (AASHTO) Manual for Assessing Safety  Hardware (MASH). 

Financial Constraint:  

Financial constraint will be maintained by making adjustments to other existing TIP  projects whose schedules or costs have changed. The attached fiscal constraint charts  provided by NJDOT show all of the adjustments taking place in accordance with the TIP  Memorandum of Understanding. All projects listed contribute to fiscal constraint.

Conformity Finding: 

The TIP's current conformity finding will not be impacted by this amendment as this  project is exempt from air quality analysis. 

Cost and Source of Funds:

The Regional Technical Committee recommends the DVRPC Board approve TIP Action  NJ26-018, NJDOT’s request that DVRPC amend the FFY2026 S/TIP for New Jersey by  decreasing the FFY26 ERC Phase of the Guiderail Upgrade Program (DB #X201) by  $35 M NHPP funding from $50 M NHPP to $15 M NHPP.
