5b Pavement Preservation (DB #X51), Statewide – Increase ERC
Background/Analysis/Issues:
NJDOT has requested that DVRPC amend the FFY2026 S/TIP for New Jersey by increasing the FFY26 Engineering/Right-of-Way/Construction (ERC) Phase of the Pavement Preservation Program (DB #X51) by $31.216 M. Funding for this cost increase is coming from federal releases ($4.844 M), the Statewide Guiderail Upgrade Program (DB #X201) ($17 M), and the removal of the Route 50 Bridge over Cedar Swamp Creek project in the SJTPO area (DB #17329) ($9.372 M). This increase will be accomplished by adding $37.716 M NHPP in the Statewide area; removing $4.5 M ($3.5 M NHPP/$1 M STBGP-FLEX) from the DVRPC area; and removing $2 M ($1.5 M NHPP/$0.5 M STBGP-FLEX) from the SJTPO area, for a total cost increase of $31.216 M.
The reason for the cost increase is to support remaining FFY26 Pavement Preservation authorizations as part of the August Redistribution exercise. The original balance in this program before the cost increase was $8 M and there was one remaining authorization, Pavement Preservation Central Contract-17, for $12.758 M, leaving a balance of -$4.758 M. Therefore, the cost increase will cover the negative balance and the list of remaining authorizations below. Other remaining Pavement Preservation authorizations can be seen in the attachment provided by NJDOT.
List of Remaining FFY26 Pavement Preservation Authorizations in the DVRPC Region
- Route 45, Route 40 (East Avenue)/Main Street (CR 672) to Berkley Road/Mantua Boulevard (CR 632); $6.148 million; Gloucester County, Salem County
- Route 30, Weymouth Road (CR 640) to Haddon Avenue; Route 130, Branch Pike (CR 606) to Charleston Road/Cooper Street (CR 630); & Route 206, Route 130 to CR 524; $20.8 million; Atlantic County, Burlington County, Mercer County
- Route 1, Route 1 B to Production Way $7.51 million; Mercer County, Middlesex County
This program will allow NJDOT to accomplish eligible federal pavement preservation activities on New Jersey's Interstate highway system and will also allow for pavement preservation on all other state-maintained roads, which help keep New Jersey's highway system in a state of good repair. With timely preservation, NJDOT can provide the traveling public with improved safety and mobility, reduced congestion and smoother, longer lasting pavements.
Financial Constraint:
Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by NJDOT show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.
Conformity Finding:
The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis.

$31.216 M ($37.716 M NHPP added and $6.5 M ($5 M NHPP/$1.5 M STBGP-FLEX) removed)
Recommendations:
Regional Technical Committee (RTC): Will make a recommendation at the April 7, 2026, RTC.
DVRPC Staff: Recommends Approval.
