5. TIP Actions
Ethan Fogg, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY2026 TIP for New Jersey and/or FFY2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.

6. FY2026 Unified Planning Work Program (UPWP) Amendment – Regional Innovation Center
Liz Compitello, Manager, Community Planning Division, will present an amendment to the FY2026 UPWP to add the Regional Innovation Center. This project is the second phase of a two-phase In-Depth Technical Partnership awarded to DVRPC in 2023 from the National Lab of the Rockies (NLR) of the U.S. DOE. The partnership’s first phase awarded DVRPC $968,599 under FY24 UPWP project 24-33-230. The second phase now provides an additional $2,031,401. The Regional Innovation Center will help facilitate identified innovations in power, heating, and cooling solutions across southeast PA.
7. FY2026 UPWP Amendment: Getting to School Safely in the Delaware Valley
Kevin Murphy, Senior Manager of the Office of Safe Streets, will present. Building on current Regional Vision Zero efforts, this FHWA Safe Street and Roads for All award will be used by DVRPC to study and improve roadway safety near schools across the nine-county DVRPC region. It will involve data collection and mapping, development of a best-practices toolbox and public report, creation of school-area street safety action plans, and case studies with before-and-after analyses to pilot Safe Routes to School and FHWA Proven Safety Countermeasures, strengthening local implementation and regional safety programming.

8. Advancing Regional Vision Zero Goals
Kevin Murphy, Senior Manager of the Office of Safe Streets, and Jen Farris, Transportation Planner, will present an overview of ongoing Regional Vision Zero (RVZ) work funded through a Safe Streets and Roads For All grant and CRRSAA. Presenters will provide a project overview and discuss project partners, goals, current status, and illustrate how local governments are already implementing strategies to address RVZ goals.
9. An Investigation into Multi-Municipal Stormwater Planning
Amy Verbofsky, Program Lead of Community Planning, will present. With support from the Pennsylvania Department of Environmental Protection’s Coastal Zone Management Program, DVRPC published An Investigation into Multi-Municipal Stormwater Planning, which examines the challenges and opportunities municipalities face in meeting Pennsylvania’s stormwater management requirements, with a focus on Delaware County. Drawing on research and interviews with municipal officials, key stakeholders, and existing stormwater collaboratives, the report explores opportunities for collaboration that can improve compliance, reduce costs, and enhance water quality outcomes. The report closes with targeted recommendations to help advance multi-municipal stormwater management through stronger regional coordination, greater technical capacity, and improved access to funding.
