Background/Analysis/Issues:
PennDOT has requested that DVRPC amend the FFY2025 TIP for Pennsylvania by breaking out the Chester Creek Rail Trail Phase 2 Construction (MPMS #116147) project from the Circuit Trail Line Item (MPMS #105291) and drawing down funding from the:
• CMAQ Line Item (MPMS #84318) in the amount of $4,091,000 CAQ,
• Circuit Line Item (MPMS #105291) in the amount of $4,159,000 CAQ, and
• Transportation Alternatives - Urban (TAU) Line Item (MPMS #64984) in the amount of $1,500,000 TAU, for a total amount of $9,750,000 ($8,250,000 CAQ/$1,500,000 TAU/$0 Toll Credit). 

The reason for this action is that the project is getting ready to let for construction. Chester Creek Rail Trail Phase 2 will extend the existing Chester Creek Trail 1.3 miles southward from the Chester Creek Road trailhead to Bridgewater Road, with the trail consisting of a 10-foot-wide shared use path. Work will include constructing two parking lots/trailheads at Dutton Mill Road and Bridgewater Road, bridge work, a signalized crossing, and cut and fill to build the trail. This project was awarded $1,500,000 of TA Set Aside funds in the FFY23 round.

Financial Constraint:

Financial constraint will be maintained by making adjustments to other existing TIP projects whose schedules or costs have changed. The attached fiscal constraint charts provided by PennDOT show all of the adjustments taking place in accordance with the TIP Memorandum of Understanding. All projects listed contribute to fiscal constraint.

Conformity Finding:

The TIP's current conformity finding will not be impacted by this amendment as this project is exempt from air quality analysis.

Cost and Source of Funds:

Adding $9,750,000 ($8,250,000 CAQ/$1,500,000 TAU/$0 Toll Credit)
