5. TIP Actions 

Travis Spotts, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY 2024 TIP for New Jersey and/or FFY 2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.

  1. PA25-057: Bucks County Electric Vehicle Charging Program (MPMS #82028), Bucks County – Add New Project to the TIP
  2. NJ24-117: Route 168, Merchant Street to Ferry Avenue, Pavement (DB #10341), Camden County – Increase CON Phase

6. Transportation Performance Management: Transit Assets and Transit Safety Targets

Greg Diebold, DVRPC Planning Analyst, will present. As part of the Transportation Performance Management process mandated by federal legislation, DVRPC must either develop regional transit asset management and transit safety performance measure targets or agree to support the targets adopted by the transit operators. Staff will present the 2025 transit agencies’ targets and provide an update on progress toward meeting the 2024 targets.

7. Updated Memorandum of Understanding Between DVRPC and NJTPA

Michael Boyer, DVRPC Director of Regional Planning, will present. Criteria and boundary changes as a result of the 2020 Decennial Census require DVRPC to update its Memorandum of Understanding (MOU) with the North Jersey Transportation Planning Authority (NJTPA). The updated MOU outlines areas of coordination and the division of transportation planning responsibilities among and between the MPOs.

8. Appointment of DVRPC Representatives to the NJ Transit South Jersey Passenger Advisory Committee

Alison Hastings, DVRPC Director of Operations, Communications, and Engagement, will present. The South Jersey Passenger Advisory Committee was created by state statute to provide advice, input, and guidance to the New Jersey Transit Corporation and its board of directors on issues affecting the corporation and its customers. A slate of two candidates to serve on the committee will be presented.

9. Updated DVRPC Mission Statement

Ariella Maron, will present a revised Mission Statement for DVRPC that encompasses feedback from staff, the RTC, and the Board.

10. Overview of Draft Update: Connections 2050 Long-Range Plan  

Jackie Davis, Manager of the Office of Long-Range Planning, will review the work that went into the development of the Draft Update: Connections 2050 Long-Range Plan. The Plan establishes a vision for the region’s future and serves as a blueprint for prioritizing $78 billion in capital transportation investment in the region by 2050.  It considers future population growth, economic trends, environmental concerns, and technological advancements to guide investments in roads, public transit, biking, walking infrastructure, and other transportation modes. The draft Plan will be open for public comment from July 18th to August 20th and will come to the RTC for a recommendation for Board adoption in September 2025.

11. Overview of FFY2026 DVRPC TIP for New Jersey

Ethan Fogg, Capital Program Coordinator, will present. A Transportation Improvement Program (TIP) is required by federal law and planning regulations for the metropolitan region to be eligible to receive and spend federal transportation funds. The MPO develops the TIP in cooperation with member governments, the state Department of Transportation, and transit operators, and must provide an opportunity for public input and comment. The public comment period for the Draft DVRPC FFY2026 TIP for New Jersey will open on July 18th and extend through August 20th. Staff will present a program overview, including new projects proposed to be added to the FFY2026 TIP for New Jersey. In September, staff will ask the RTC to recommend Board adoption.
