2. DVRPC Transportation Improvement Program (TIP) Actions 

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2022 TIP for NJ and the FY2023 TIP for PA.

  1. NJ22-109: Network Congestion Management in the Trenton Urbanized Area (DB #TBD), Mercer County 
  2. NJ22-110: Arena Drive (CR 620) and South Broad Street (CR 524) Multimodal Safety (DB #TBD), Mercer County 
  3. NJ22-111: Calhoun Street Extension and Multimodal Safety (DB #TBD), Mercer County 
  4. NJ22-112: Intersection Improvements, Various Locations (DB #TBD), Mercer County 
  5. PA23-32: SEPTA Key (MPMS #60611), SEPTA 

3. Transportation Performance Management (TPM) Roadway Assets Condition and System Performance Targets

Federal legislation requires state departments of transportation, transit operators, and metropolitan planning organizations (MPOs) to establish and use a performance-based approach for transportation decision-making to achieve national transportation goals. This includes tracking performance measures, setting data-driven targets, and selecting projects to help meet those targets in five areas: Roadway Safety, Bridge and Pavement Assets Condition, System Performance, Transit Assets, and Transit Safety. PennDOT and NJDOT have recently updated their targets for Bridge and Pavement Roadway Assets Condition (PM2) and System Performance (PM3). Mike Boyer, DVRPC Director of Regional Planning, will present on the performance under each area, as well as a recommendation for regional action on the targets.

4. Update on DVRPC Regional Housing Initiative

DVRPC’s Regional Housing Initiative is being conducted to help our planning partners better understand the region’s housing challenges and evaluate potential solutions. At this meeting, the project team will share some of their preliminary findings and highlight potential opportunities for DVRPC to engage in housing-related planning in the future.

5. Update on Public Participation Task Force (PPTF) Membership and Roles

DVRPC’s Public Participation Task Force (PPTF) recently brought on new members to the 2022 membership. The mission of the PPTF is to provide ongoing access to the DVRPC region’s planning process and empower resident involvement. Members are given a platform to learn more about upcoming projects, provide feedback on planning practices, serve on DVRPC steering committees, and test out public outreach strategies. The Delaware Valley Regional Planning Commission (DVRPC) fully complies with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related nondiscrimination mandates in all programs and activities.
