Regional Analysis of What-If Transportation Scenarios

The DVRPC Board has instructed staff to study potential regional, national, and global changes that should be considered in the development of the 2030 Regional Long-range Plan. This exercise refined the long-range plan contingency management capability as it integrated future forecasts with other local planning efforts. The results serve as a planning foundation for the 2030 Plan development process. In Phase I, qualitative analyses were performed on the twelve future scenarios, and based on the Phase I results, a subset of five was selected in Phase II for detailed quantitative evaluations. Quantitative evaluations included travel demand model simulations, population/employment allocation tools, emissions estimate methodologies and other systematic planning analysis techniques. Findings are summarized in matrices that list various transportation impact assessments and relevant long-range planning policy concerns by scenario, among which assessments and concerns are future spatial characteristics of the region, future mobility and accessibility needs, and potential congestion locations and quantification of the delay costs. These analysis outcomes of the selected scenario set 1) clarify priorities for corridors, modes, capacity investments, transportation investments and land use management strategies by scenario; 2) function as bookends to shape new visions for the future; and, 3) lay a foundation for the 2030 Plan. Geographic Area Covered: All Traffic Analysis Zones [TAZ] in the Delaware Valley Region, including three zones in Berks County in Pennsylvania and the nine-county DVRPC Planning Area, which covers the counties of Bucks, Chester, Delaware, Montgomery, and Philadelphia in Pennsylvania; and Burlington, Camden, Gloucester, and Mercer in New Jersey.
