Job Description

DVRPC is looking for an entry level software engineer who is tech-savvy, loves the challenges of working on multi-faceted IT needs such as in-house custom application development and maintenance, IT infrastructure, and help desk support.

As a Junior Software Engineer, your primary work is to maintain, document, and provide end-user training and support of existing applications. You will also investigate, prototype, and build new functions for a wide array of complex business requirements. Additional assistance with IT infrastructure and help desk support may be needed. 

Work is performed in accordance with general agency policies and professional standards with results subject to review by the Manager, Software Development and Data Operations.

Responsibilities

  • Maintain custom applications and databases, troubleshoot issues, and provide bug fixes.
  • Enhance existing applications and develop new functions based on business requirements and/or specifications.
  • Perform tests to ensure the quality of the delivery.
  • Provide input to design and follow best practices and design principles.
  • Maintain technical knowledge in application/database upgrade and migration.
  • Create/maintain documentation for new/existing applications/databases.
  • Provide instructions and tutorials to staff for in-house applications and IT assets.
  • Investigate help desk issues to determine cause and provide resolutions.
  • Be flexible to work on weekends, holidays, or off-hours during emergency IT-related situations until agency is again operational.
  • Perform related work as required.

Qualifications

  • Understanding of the software development life cycle.
  • Experience with Visual Studio.NET (C# / VB) technologies.
  • Experience with HTML, Javascript, JQuery, and CSS.
  • Experience with SQL and Oracle databases.
  • Ability to work on multiple high priority projects concurrently, and meet deadlines.
  • Excellent written and verbal communication skills.
  • Strong problem-solving and research-based skills.
  • Familiarity with the following skills are preferred:
  • Application and database tuning and optimization;
  • Oracle cloud-based applications development;
  • MS Access database and VBA; and
  • Google Oauth 2.0 and Google API.
  • Familiarity with IT infrastructures and experience with help desk is a plus.

Experience & Training

To classify as a Computer Specialist I (CS I), a minimum of one year of professional experience in programming, troubleshooting, problem-solving, schema/database design, or related IT tasks is needed. A Bachelor’s degree in Computer Science or Information Systems is preferred. Such experience may have been gained from a combination of experience and education.
