5. DVRPC Transportation Improvement Program (TIP) Action
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP.
6. Project Selection for TIGER (Transportation Investment Generating Economic Recovery) Bike and Pedestrian Projects in Pennsylvania and New Jersey
Last month, Philadelphia's Office of Transportation and Utilities presented an overview of the federal TIGER Grant Program (Transportation Investment Generating Economic Recovery) that was a component of the American Recovery and Reinvestment Act of 2009. The program of 10 bike and pedestrian projects in the DVRPC region will be presented for approval, and added to the Pennsylvania and New Jersey TIPs as appropriate.
7. Fiscal Year 2010/2011 Planning Work Program Amendment
To respond to the needs of member governments and agencies, work program changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity.
b. DVRPC FY 2011 Work Program Amendment: Regional Comprehensive Economic Development Strategy (CEDS) Annual Evaluation and Update
8. PennVest Application Review
DVRPC is reviewing 3 PennVest applications (two in Delaware County and one in Philadelphia) to ensure that they are consistent with city, county, and regional land use plans. Staff will provide an overview of the submitted applications, as well as staff recommendations.
9. Annual Self-Certification of the Regional Transportation Planning Process
Federal regulations require that the Metropolitan Planning Organization self-certify that the Regional Transportation Planning Process is carried out in conformance with applicable federal regulations. Staff will present its recommendation for Board adoption.
10. Election of Fiscal Year 2011 Officers
The PCC/RTC nominating committee will present a slate of candidates for FY 2011.

11. Overview of Southeastern Pennsylvania Transportation Authority’s (SEPTA) Greenhouse Gas Emission Inventory
Erik Johanson (SEPTA) will describe how the inventory, conducted based on industry-recommended practices, quantifies emissions produced from energy consumption as well as emissions displaced from reduced vehicle miles travelled, associated congestion relief, and support of more efficient land use development patterns. It concludes that transit is a valuable asset for climate change mitigation strategies, and that SEPTA is doing its part to reduce transportation-related emissions in Greater Philadelphia.
12. Travel Monitoring: It's Not Just Counting Cars Anymore
The increasingly multi-modal focus of transportation planning encoded in the last few transportation reauthorizations coupled with an explosion of available technology has forever changed the face of travel monitoring. The last few years have seen the growth of non-motorized travel monitoring, GPS & Bluetooth equipment for travel time analysis, video logging roadway conditions, as well as a range of new equipment for performing the traditional traffic count. Staff will review how the face of travel monitoring is changing and how this may lead to a better planning process.
