5. TIP Actions
Travis Spotts, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY2026 TIP for New Jersey and the FFY2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.
a) NJ26-002: PATCO Station Platform Rehabilitation (DB #DR1803), DRPA/PATCO – Increase CON Phase
6. Project Selections for the New Jersey Transportation Alternative Set-Aside (TA-SA) Program
Daniel Snyder, Senior Project Implementation Engineer, will present. The NJ TA-SA subcommittee used agreed upon selection criteria to guide the selection process for the applications. The committee reviewed 16 TA-SA applications and selected to award funding to 11 of them. The selected projects will receive $14,328,000 in available TA-SA and Flex funds. We are seeking a recommendation to add these projects to the FY 2026 New Jersey S/TIP.
7. FY2026 Unified Planning Work Program Amendment – Regional Trails Program Re-Grants
Shawn Megill Legendre, Manager, Regional Trails Program, will present an amendment to the FY2026 UPWP to solicit and award new grants under the Regional Trails Program supported by the William Penn Foundation. This program renewal will include $4.55 million for grants and $517,500 for program administration and technical assistance to support planning, design, and construction of Circuit Trails and connecting infrastructure.

8. TPM Safety Targets - Process Update
Kevin Murphy, Manager of the Office of Safe Streets, will present the findings from an investigation into the Regional Safety Targets methodology, and present scenarios for consideration in meeting the current reporting period requirements.
9. State of the Demonstration and Pop-up Program
Matt Wanamaker, Pennoni consultant to PennDOT Central Office, with Cassidy Boulan, Associate Manager of the Office of Transit, Bicycle, and Pedestrian Planning, and Betsy Mastaglio, Associate Director for Multimodal Planning, will present. DVRPC staff will provide an overview of the DVRPC Experimental Pop-ups Program (Expo) program's evolution since its beginnings. Staff will share the low-cost, quick-build strategies communities are using to improve safety and placemaking and discuss some of the opportunities and constraints and the policy framework around these projects. PennDOT consultant staff will provide an overview of the state perspective on demonstration projects and highlight aspects of the upcoming Demonstration Projects Guidance.
