5. TIP Actions
Ethan Fogg, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.
6. DVRPC FY 2026 Work Program Amendment: Transportation Resilience Improvement Plan (TRIP) - Pennsylvania (2 Years)
Chris Linn will present. In July and September 2025, NJDOT awarded DVRPC previously unallocated FHWA Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation Program (PROTECT) Formula funds to create 26-33-300 Transportation Resilience Improvement Plan (TRIP) and Technical Assistance - New Jersey (4 Years). Following conversations with PennDOT, DVRPC will receive $500,000 in PROTECT Formula funds from PennDOT, in order to create a regional TRIP that will include the five Pennsylvania counties (along with the New Jersey counties). We propose to allocate these funds to a new project, 26-33-310 – Transportation Resilience Improvement Plan (TRIP) – Pennsylvania (2 Years), to be completed by September 30, 2027. This action is to add the project to DVRPC’s FY2026 UPWP.
7. Updates to the Federal Functional Classification of Roads
Brad Lane, Principal Transportation Engineer, will present requested changes to the Functional Classification of roads in the DVRPC region.
8. Approval of Calendar Year 2026 RTC Meeting Dates
Michael Boyer, Director of Regional Planning, will review the proposed calendar year 2026 meeting dates for the RTC and seek approval of the 2026 dates from the RTC.

9. Transit Friendly Planning – The Pennsauken Transit Center TOD Vision Plan
Megan Massey and Michael Swan from New Jersey Transit and Alexis Williams from STV will share the recently completed Pennsauken Transit Center TOD Vision Plan. A TCDI-funded project, the plan provides recommendations for TOD at five sites near the Pennsauken Transit Center as well as bicycle and pedestrian improvements within the half-mile station area.
10. Camden Loop and GOTrenton! Micro Transit Services
Chris Mulroy, Transportation Planner, Office of Transit, Bicycle, and Pedestrian Planning, will introduce two presenters on two topics:
- Camden Loop: Funding and Operations for Reliable Micro-Transit
Joe Myers, Chief Operating Officer of the Camden Community Partnership (CCP), will provide a comprehensive overview of the Camden Loop, an on-demand rideshare program launched in Camden, New Jersey, in July 2023 in partnership with Via. The presentation will explore the strategies CCP employs to secure funding and allocate resources effectively, ensuring reliable and consistent service. - GOTrenton!: Strategies for Financing and Expanding Microtransit Operations Ben Haygood, Director of the Johnson Center for Learning & Policy at Isles, will present on GOTrenton!, an on-demand all-electric rideshare service launched in Trenton, New Jersey, in September 2023 in partnership with Circuit. The discussion will highlight Isles’ approach to financing sustainable operations.
11. DVRPC Congestion Management Process Research and Dialogue Findings
Tom Edinger, Manager, Congestion Management Program, will share the Congestion Management Program team’s recently completed research and dialogue around the CMP’s role in regional transportation planning. This presentation will summarize findings from interviews with ten peer MPOs, planning partners that attended the February 2025 CMP Peer Exchange, a review of federal CMP regulations, and discussions with DVRPC staff in other program areas.
