5. TIP Actions 

Travis Spotts, Capital Program Coordinator, will present. The following projects require formal TIP modifications or amendments this month for the FFY2024 TIP for New Jersey and/or FFY2025 TIP for Pennsylvania. Attached is the Action statement (“Pink Sheet”) for the project followed by the TIP “Before/After” description page and supporting documentation, such as request letters, and maps, as needed. Towards the end of the package in a separate section are financial constraint charts and any other information that may be helpful to you as you review this package.

  1. PA25-060: 2025 Statewide PROTECT Fund Projects (Various MPMS #’s), Various Counties – Accept New Projects into the TIP
  2. PA25-061: Chester County Electric Vehicle Charging Program (MPMS #82031), Chester County – Add New Project to the TIP
  3. PA25-062: Montgomery County Electric Vehicle Charging Program (MPMS #82029, Montgomery County – Add New Project to the TIP
  4. PA25-063: Cottman Avenue: Castor Avenue to US 1 Streetscapes and Corridor Safety (MPMS #82199 and #118100), City of Philadelphia – Add New Projects to the TIP

6.  Adoption of the Conformity Determination of the Update: Connections 2050 Long-Range Plan, Federal Fiscal Year (FFY) 2026 TIP for New Jersey, and FFY2025 TIP for Pennsylvania 

Matthew Brahms, Transportation Planner, will present. DVRPC is demonstrating conformity for the Update: Connections 2050 Long-Range Plan (LRP), Federal Fiscal Year (FFY) 2026 Transportation Improvement Program (TIP) for New Jersey, and FFY2025 TIP for Pennsylvania. This demonstration is necessitated by a new Update: Connections 2050 LRP and new FFY2026 TIP for New Jersey and amendments of regionally significant projects to the FFY2025 TIP for Pennsylvania. Staff will present the results of the Air Quality Conformity Determination and address public comments on the findings. The RTC will be asked for a recommendation to the Board on adopting the conformity determination report, as well as the accompanying resolution.

7. Adoption of the Update: Connections 2050 Long-Range Plan 

Amani Bey, Senior Planner, will present on comments received during the public comment period, DVRPC and agency responses to date to the public comments, and any recommended changes to the Plan or list of Major Regional Projects. The RTC will be asked for a recommendation to the Board on adopting the Update: Connections 2050 Long-Range Plan, as well as the accompanying resolution.

8. Adoption of the Draft DVRPC FFY2026 Transportation Improvement Program for New Jersey and List of Recommended Changes (FFY26-FFY29) 

Ethan Fogg, Capital Program Coordinator, will present on comments received during the public comment period, agency responses to date to the public comments, a proposed list of recommended changes to the program and will ask the RTC to recommend Board adoption of the Draft DVRPC FFY2026 TIP for New Jersey with the list of recommended changes, as well as the accompanying resolution. 

9. Annual Self Certification of the Regional Transportation Planning Process 

Brett Fusco, Associate Director of Comprehensive Planning, will present. Federal regulations require that concurrent with the submission of the Transportation Improvement Program (TIP), metropolitan planning organizations self-certify that the regional transportation planning process is carried out in conformance with applicable federal regulations. The RTC will be asked for a recommendation to the Board on certifying the regional transportation planning process, as well as the accompanying resolution.

10. Adoption of the 2025 Update to DVRPC’s Language Access Plan  

Alison Hastings, Director of Operations, Communications, and Engagement, will present. MPOs are required to have language access plans as part of their Title VI and Public Participation programs. DVRPC's language access plan was last adopted in 2019. Staff have carried out a data analysis, reviewed implementation of the 2019 plan, executed an internal survey, and reviewed other MPOs plans. Staff will present the new data analysis, and the RTC will be asked for a recommendation to the Board on adopting the language access plan.

The next scheduled meeting of the RTC is Tuesday, October 7, 2025, planned as an in-person hybrid meeting.
