2. DVRPC Transportation Improvement Program (TIP) Actions 

Jesse Buerk, DVRPC Manager, Capital Programs, will present. The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP on a regular basis. The following projects require formal TIP modifications or amendments this month for the FY2022 TIP for New Jersey and/or the FY2023 TIP for Pennsylvania.

3. DVRPC FY24 Work Program Amendment: Climate Pollution Reduction Grant (CPRG) Program

Liz Compitello, Manager, Office of Sustainable Energy will present a work program amendment to use an anticipated $1 million cooperative agreement with EPA's Climate Pollution Reduction Grant (CPRG) Program under the Inflation Reduction Act to prepare a Priority Climate Action Plan (PCAP), Comprehensive Climate Action Plan (CCAP), and Status Report for the Philadelphia-Camden-Wilmington, PA-NJ-DE-MD Metropolitan Statistical Area (MSA) plus Mercer County, NJ. The PCAP is required by EPA for eligible entities within the MSA to be eligible to apply for future CPRG implementation funding ($4.6 billion available nationally).

4. DVRPC FY24 Work Program Amendment: Regional Benchmarking Program

Brooke Garcher, Program Analyst, Office of Sustainable Energy will present a work program amendment to use $150,000 from the PA Department of Environmental Protection Agency's State Energy Program for the development and implementation of a Regional Benchmarking Program to help municipalities establish and run energy benchmarking programs in their communities. The Regional Benchmarking Program helps municipalities that lack the resources to start and manage their own energy benchmarking programs by providing centralized data management tools, technical assistance, reporting and data analysis. Interested municipalities will be able to opt-into the regional program, which will be designed to require or incentivize buildings over a certain size within an opt-in jurisdiction to measure their building’s energy use and publicly disclose the building utility usage data.

5. Transportation Performance Management (TPM) Transit Asset Management and Transit Safety Targets and Update

Mike Boyer, DVRPC Director of Regional Planning will present. As part of the TPM process mandated by federal legislation, DVRPC must either develop regional performance measure transit asset management and transit safety targets or agree to support the targets adopted by the transit operators. Staff will present the 2023 transit agencies’ targets and provide an update on progress toward meeting the previous targets.

6. DVRPC Data Center Q & A

Jared Dobkin, DVRPC Data Specialist, Data Coordination, will present. The DVRPC Data Center is a recent addition to our website that allows easier access to datasets, maps and applications. Jared Dobkin from the office of Data Coordination will be giving a brief run through of the page and is available for a Q&A following.
