Benefits at a Glance
DVRPC provides medical, prescription, and dental insurance to all Regular Full-Time employees, their spouses and children.
*You are eligible for Health, Prescription, Dental, and Life insurance on the first day of the month following sixty (60) days of employment.
Two options for Health Insurance:

Keystone Health Plan East (POS) – 100% paid by DVRPC
$20.00 co-pay for primary care and $40.00 for referred specialists. Includes $100.00 reimbursement every two years for contacts or glasses. -
Personal Choice (PPO) – Premium cost sharing by employee
$20.00 co-pay for primary care and $40.00 co-pay for specialists, including Telemedicine.
Prescription Insurance
Offered through Independence Blue Cross, the Closed Formulary benefit has a $100 deductible per person, co-pays of $5 low-cost generic, $10 generic, and $40 brand. FutureScripts' Mail Order program allows for a 90-day supply for the cost of two co-pays.
Dental Insurance
All employees and eligible dependents receive a $1,500 annual Dental benefit maximum.
Waiver of Health/Dental
Health insurance or Health and Dental insurance can be waived for a cash reimbursement. You must be covered by another health insurance program and provide DVRPC with verification. The Commission reimburses the employee two times per year - January and July. Employees are eligible to sign up for this program each year at open enrollment.
Life Insurance
Coverage is provided in the amount of your annual salary rounded up to the nearest thousand at no cost to you! Employees age 70 or older are provided coverage in the amount of half their annual salary rounded up to the nearest thousand.
Short-Term and Long-Term Disability
Coverages are 60% of salary. STD has 15-day waiting period, and LTD elimination period matches up with ending of STD plan.
RideECO
Eligible to receive up to an $80.00/month tax-free commuter benefit use on any local transit provider or vanpool service. 2019 option to purchase pre-tax, up to an additional $185/month, which equals $265, the maximum amount allowable by the IRS.
Vacation Leave
DVRPC Regular Full-Time employees annually accrue up to:
Less than 1 year of service: | 10 days per year |
Year 2: | 15 days per year |
Year 5: | 18 days per year |
Year 10: | 20 days per year |
Sick Leave
15 days per year.
Personal Leave
Four days per year.
Holidays
DVRPC employees receive 12 paid holidays per year.
Retirement
All regular employees will become members of the Pennsylvania State Employees Retirement System (SERS) and are eligible to enroll in the state's Deferred Compensation Program.

Flexible Spending Accounts
Pre-tax dollars cover Dependent Care ($5,000 maximum) and Health Care expenses ($2,700 maximum).
Gym Membership Reimbusrement
$15 per month reimbursement with proof of enrollment
Voluntary Supplemental Insurances
Staff is eligible to apply for supplemental insurance for themselves and family members. Coverages are portable. Participation is voluntary. Many offerings can be purchased with before-tax payroll deductions.
