1.    Minutes of Meeting of February 25, 2016

 

2.   DVRPC Transportation Improvement Program (TIP) Actions

  1. PA15-78: Statewide Green Light-Go Funded Projects, (Various MPMS #s), Various Counties
  2. PA15-79: Villanova Pedestrian Bridge, (MPMS #15444), Delaware County

3.     Fiscal Year 2017-2018 Transportation Management Association (TMA) Assistance Grant program work Programs

The six Pennsylvania TMAs in the DVRPC Region submitted draft work programs for review by the TMA PA Policy Committee, which met (via conference call) on February 8. The comment period on these work programs concluded on Feb 23. The work programs were revised according to comments and were presented to the RTC on March 8. The CPTMA work program was re-submitted for final review and is awaiting final approval and a letter of support from the City of Philadelphia.

4. Fiscal Year 2017 Mobility Alternatives Program Work Programs

Applications for funding under the Mobility Alternatives Program, the DVRPC-managed effort for TDM outreach and education about alternatives to SOV travel to employers and commuters have been received and are ready for Board approval. A brief overview of this program will be provided.

5.  Transportation Planning and Programming Memorandum of Understanding (MOU) between the Delaware Valley Regional Planning Commission(DVRPC) and the South Jersey Transportation Planning Organization (SJTPO)

Because portions of the Philadelphia Urbanized Area and portions of the Vineland Urbanized Area extend across MPO boundaries, DVRPC and SJTPO propose to enter into a Memorandum of Understanding regarding the transportation planning and programming responsibilities for these Urbanized Areas. This MOU will be updated following each decennial census and the development of new Urbanized Areas by the US Census Bureau. Staff will present the MOU and recommend Board approval.

6. Regional Project Selections and Statewide Recommendations for the Transportation Alternatives Program (TAP)

The PA TAP subcommittee utilized previously agreed upon selection criteria to review 35 applications and selected regional projects using $7.6 M in available DVRPC regionally allocated funds. The committee also selected projects to recommend to PennDOT Central Office for statewide funding as part of PennDOT's statewide competition for TAP.

8. Reimagining 30th Street Station

Imagine a future where people from all over the country flock to Philadelphia to live, work and play in a premier urban neighborhood built over top of the busy Northeast Corridor. That is the vision that is being developed for the future 30th Street Station District. Over the past twenty months, Amtrak, Brandywine Realty Trust, Drexel University, PennDOT and SEPTA in coordination with a host of area stakeholders including DVRPC have been working with a world-class consultant team to develop a comprehensive vision for the year 2040 that places 30th Street Station at the epicenter of a dynamic urban neighborhood full of opportunities for community development, economic growth and improved transportation connections. 

9. DVRPC Equity Through Access Project Update

Multiple DVRPC departments are presently collaborating on a regional project to develop and prioritize strategies to improve access to essential services by disadvantaged residents. Staff will brief the Board on this initiative, and highlight key findings from stakeholder interviews and a March 11th project workshop.
