3. Approval of New Jersey Department of Transportation (NJDOT) Revised Functional Classification Maps

DVRPC has been working with NJDOT, in cooperation with our New Jersey counties, on revisions to the federal functional classification of roadways. Revised maps are now ready for Board approval.

4. Authorization to Open 30-Day Public Comment Period for the DVRPC Draft 2005 Transportation Improvement Program (TIP) for New Jersey (FY 2005-2007) and the Pennsylvania TIP (FY 2005-2008); and for Amendments to the Year 2025 Horizons Land Use and Transportation Plan for the Delaware Valley

A draft FY 2005 DVRPC TIP for Pennsylvania and New Jersey will be ready for public comment in early May. In conjunction with the TIP update, it will be necessary to amend the Year 2025 Horizons Land Use and Transportation Plan for projects which move from the "study" to "project" status in the plan. Board authorization is needed to open a 30-day public comment period, to publish the draft documents, to conduct public comment meetings, and to obtain comments from member agencies, interest groups, and the public.

5. New Jersey Transportation Enhancements (TE) Program 2004

DVRPC will be represented on the New Jersey Department of Transportation Advisory Committee which is charged with applying the selection criteria and preparing the recommended list of TE projects.

6. Pennsylvania Public Transit Association (PPTA) Funding Proposal

PPTA is proposing a dedicated funding program of $250 million annually for transit service stabilization and maintaining transit in a state of good repair. SEPTA is requesting Board approval of this program.

7. Approval of Delaware Valley Smart Growth Criteria

Staff will present to the Board for approval a unified set of criteria for Smart Growth projects in the Delaware Valley region.

8. Appointment of Nominating Committee for Fiscal Year 2005 DVRPC Board Officers

A Nominating Committee will be selected to appoint candidates for Chairman, Vice Chairman, Secretary and Treasurer to the DVRPC Board for Fiscal Year 2005 (July 1, 2004 through June 30, 2005). The Chairman for FY 2005 must be from Pennsylvania. The committee will report these candidates at the May Board Meeting and elections will take place at the June Board Meeting.

The FY 2005 DVRPC Budget was approved and adopted by the Executive Committee at its February 26, 2004 meeting. Action on the FY 2005 meritorious salary increase was deferred at that time. It is now being requested that action be taken to include a 2.0% salary increase.
