5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

6. Fiscal Year 2008 Planning Work Program Amendments

To respond to the needs of member governments and agencies, work program changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity.

a. Planning & Designing a Philadelphia Riverfront Grant Program

b. Proposal for an Analysis of Socioeconomic Trends and Preparation of Demographic Forecasts for Sketch Planning

7. FY 2009 Transit Support Program and Supportive Regional Highway Planning Program Special Studies

Each year as part of the Work Program Development Process, member governments are asked to submit work programs for funding consideration under the Special Studies portion of the TSP and SRHPP budgets. A slate of candidate projects has been submitted to PA and NJ Subcommittee members and their approval will be requested.

8. Innovations in Zoning for Smart Growth

Staff will give a brief overview of a recently released DVRPC study, Innovations in Zoning for Smart Growth, which investigates the root flaws in conventional zoning codes and discusses a variety of approaches for codifying smart growth, including form-based codes and hybrid zoning.

9. 1985-2005 Highway Traffic Trends in the Delaware Valley Region

Staff will present a report which analyzes the results of DVRPC's latest traffic counting survey. This survey assesses highway travel trends throughout the region by comparing the 2005 traffic volumes with those collected in 1985, 1995, and 2000 along two cordon lines, ten screenlines, and two turnpikes.

10. Options for Filling the Region's Transportation Funding Gap

The recent enactment of Act 44 in Pennsylvania provides a portion of the funds needed for the region to address its transportation needs. Staff will present a new document which describes 23 options for generating additional revenue for the region. The document, given to the Board at its October meeting, is intended to stimulate debate on this topic, in hope of garnering support to implement a number of these or other options in the future.

INFORMATION ITEMS

11. Transportation Systems Management and Operations

DVRPC, with assistance from PennDOT and NJDOT, initiated a project that examined Transportation Systems Management and Operations for two transportation corridors in the region. The goal of the project was to identify various management and operations deficiencies and develop possible mitigation strategies designed to preserve capacity and improve security, safety, and reliability of the transportation system along the chosen corridors. As a follow-up to the October 2007 RTC presentation, staff will present findings from the Pennsylvania corridor.
