5. DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

6. Fiscal Year 2007 Planning Work Program Amendments
To respond to the needs of member governments and agencies, work program
changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity.
a. Supplemental I-95 Street Road Interchange Traffic Study
7. FY 2007/2008 Airport Capital Improvement Program (ACIP), Pennsylvania Side of Region
Each year in February, DVRPC provides to PENNDOT a priority listing of recommended airport capital expenditures in the region for the next grant year. This year's fiscally constrained ACIP to be presented was prepared by staff along with sponsor airports and has been reviewed by the Regional Aviation Committee (RAC).
8. DVRPC FY 2008 Planning Work Program
The Draft Planning Work Program for FY 2008 which begins on July 1, 2007 was approved by the Board for distribution and review. This draft document was made available at the Board Meeting on December 7, 2006 and copies were mailed separately to RTC members in mid-December. The draft includes all of the work expected to be completed by DVRPC staff and also the Transportation Support Programs and the Supportive Regional Highway Planning Programs in both States. The RTC is being asked to recommend that the DVRPC Board adopt the Final FY 2008 Work Program.
9. Adoption of DVRPC Title VI Compliance Plan
As the Metropolitan Planning Organization (MPO) for the Delaware Valley, DVRPC is required to adopt a Title VI Compliance Plan which addresses responsiveness to Title VI requirements for project selection in the Work Program, the TIP and the Long-Range Plan, as well as providing evidence of public outreach techniques that encourage the involvement of all regional citizens. The Draft Plan, entitled “Equity and Opportunity”, underwent a 45-day public comment period that ended on November 17, 2006. Staff has prepared a summary of public comments received and is prepared to ask for Board adoption in January, 2007.
10. PennVEST Applications Review
DVRPC is reviewing two PennVest applications (one in Delaware County and one in Philadelphia) to ensure that they are consistent with city, county, and regional land use plans. Staff will provide an overview of both applications, as well as staff recommendations.

11. DVRPC's Transportation Safety Planning Program
With the additional costs of property damage, injuries and lost lives associated with transportation safety, DVRPC has taken a collaborative and integrative approach to transportation safety planning. The committee will be presented with the steps the Commission has initiated to integrate safety into the planning process.
12. PA 100 Safety Study
PA 100 in Chester County is a high accident corridor; since 2000, there have been 10 fatal crashes. At the request of Chester County Planning Commission, DVRPC conducted a safety study that investigated the causes of the crashes and developed an action plan to mitigate the crashes. This presentation will highlight the study methodology, findings, and recommendations.

13. Revisions to the Destination 2030 Long Range Plan
DVRPC must revise the Destination 2030 Long Range Plan to comply with SAFETEA-LU requirements by July 2007. The Long Range Financial Plan must be updated as part of the revision. Staff will present an overview of draft revenues and expenditures as well as the implications on the set of major regional transportation projects included in the Plan.

14. FY 08 Pennsylvania TMA Assistance Grant and Mobility Alternative Program Work Programs
Each year in January, the Pennsylvania Transportation Management Asssociations submit new work programs for the following fiscal year for the PennDOT TMA Assistance Grant Program, and the Mobility Alternatives Program. Staff will distribute work programs and discuss highlights.
15. Job Access Program /Coordinated Human Services Transportation Plan (CHST)
Staff will give a brief overview of the JARC program's current issues, proposed changes and next steps.

PCC/RTC Members and guests will be invited to provide updates on the activities of their agencies.
