3. 1997 - 2000 Transportation Improvement Program Amendments and/or Modifications as Necessary

During the course of the year, it becomes necessary to amend or modify the existing Transportation Improvement Program. PennDOT is requesting various projects and project phases funded with 100% state tax resources be included in the TIP.

4. Revisions to the Conformity Demonstration on Plan Amendments

Following the July DVRPC Board action to approve the amendments to the Year 2020 Plan, Region 2 of the United States Environmental Protection Agency requested that two revisions be made to the conformity finding. The first of these is to clarify that no transportation control measures are currently a part of the New Jersey SIP, and secondly, that emissions of CO in 2007, and subsequent analysis years, are no greater than the level forecasted in the attainment demonstration--which EPA interprets as a cap. Region 2 requests that these changes, which are summarized in the enclosed conformity demonstration, be approved by the Board.

5. Mobility Alternative Program (MAP) Funding for FY 1998

When the Board approved the MAP for FY 1998 it did not reallocate all of the funds made available when the Greater Philadelphia Chamber of commerce decided not to participate in the program. The Pennsylvania Sub-committee will meet at 9:30 a.m. on September 9, 1997 to develop a recommendation for the full RTC's consideration. In addition, 4th Quarter results from FY1997 will be available.

6. Pennsylvania Congestion Management System (CMS)

An operational CMS is required for the region by October of this year. The Pennsylvania System was initially presented in March and a revised draft was distributed at the last RTC meeting. Please be prepared to make a recommendation to the Board.

7. Norfolk Southern, CSX, Conrail Merger

The acquisition of Conrail by Norfolk Southern and CSX must be approved by the Surface Transportation Board. Staff has worked with member governments, shippers, carriers and other railroads to develop testimony for submission to the STB by the middle of October; therefore, Board action will be needed in September.
