5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the PCC/RTC is asked to consider changes.

a. PA09-01: Conshohocken Road Bridge over Industrial Tract Bridge Replacement Project (MPMS #16237), Montgomery County - Add Back Transition List Project/Cost Increase

b. PA09-02: Germantown Avenue Roadway Reconstruction (South) at Ashmead - (MPMS #48191), Philadelphia - Add Back Transition List Project/Cost Increase

6. Fiscal Year 2009 Planning Work Program Amendments

To respond to the needs of member governments and agencies, work program changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity.

a. South St. Bridge/I-76 Ramp Study

b. Bridgewater Road Extension Traffic Study.

7. Federal Safe Routes to School Program - Presentation of Recommended Projects and Scores

Although PennDOT will be responsible for evaluation of the submitted project applications and project selection for the Federal Safe Routes to School Program statewide, they have asked for regional input from DVRPC to aid in their selection process. DVRPC has asked the Regional Citizens Committee to evaluate and score 23 applications for the region that were received by PennDOT, and have also asked Bucks, Chester, Delaware, Montgomery and Philadelphia Counties to evaluate and score the projects in their respective counties. Based upon the scores, DVRPC has developed a list of 10 recommended projects, 2 projects from each county, which will be presented to PennDOT to take into consideration during their project selection process. Staff will seek a recommendation for Board approval for the list of recommended projects.

8. Airports of the Future

William Fife, P.E., Senior Consultant for DMJM Harris, Inc., will present an overview of the range of current and emerging issues that are shaping the practice of airport planning, design and construction worldwide. A process of formally identifying key issues was initiated following the American Society of Civil Engineers International Air Transportation Conference held in Louisville, KY in June 1996, and subsequently has been kept up to date through the discussions and meetings of an airport industry Peer Review Group. This presentation will examine these issues within the context of industry trends and discusses how airports need to develop a flexible response to these evolving trends and the associated current and emerging issues.

9. FY 2010 Work Program

Staff will present a schedule and information regarding plans for the FY2010 Work Program.

10. FY2010 Work Program Transit Support Program (TSP) and Supportive Regional Highway Planning Program (SRHPP) call for Special Studies

The special Studies element of TSP and SRHPP is now open for studies to be considered as part of the FY 2010 Work Program process. Staff will present program parameters and Work Program submission schedules.

11. Freight Plan Showcase

Staff will describe the upcoming Freight Plan Showcase being conducted for the DVRPC planning community. The showcase will feature a guided journey through the Delaware Valley's supply chain and present identified freight projects for possible inclusion in the DVRPC's freight advisory committee, the Delaware Valley Goods Movement Task Force. The showcase will be conducted in an open-house format in the DVRPC conference room from 10:30 a.m. - 12:30 p.m. on Wednesday, October 15, 2008.
