3. Transportation Improvement Program (TIP) Actions
During the course of the fiscal year, it becomes necessary for the State Department of Transportation's (DOT's) and/or transit operators to amend the TIP. The following are offered for RTC consideration in March:
There are nine projects requiring TIP Actions this month. Attached are summary memos for each project followed by the request letters and TIP descriptions. Towards the end of your package in a separate section is any additional supporting documentation as needed, such as financial constraint charts that may be helpful to you as you review the package.

4. Port Inland Distribution Network Study
One of the strategies identified to accommodate projected increases in cargo at the Port of New York and New Jersey is the establishment of a Port Inland Distribution Network (PIDN). New Jersey Department of Transportation has requested that DVRPC amend its work program and manage a study to evaluate potential PIDN sites in South Jersey. Staff will review the proposed study tasks, roles, and products.

5. Year 2000 Digital Orthophotography
Year 2000 digital orthophotography for the DVRPC region is now available. Staff will provide a brief summary of the project. Included will be information pertaining to available, pricing, release and disclaimer policy and member government conditions of use.
6. 1960-2000 Highway Traffic Trends in the Delaware Valley Region
Every five years a survey of highway traffic counts is conducted along selected screen lines, cordons, river crossings and turnpikes of the region. The report presents the findings of the 2000 survey with comparisons to previously published data. These findings are useful in assessing traffic growth and determining trends in the Delaware Valley Region.
7. Job Access and Reverse Commute Competitive Grant Program (JARC)
This program, initiated in January 2002, is seeking proposals for both Fiscal Years 2002 and 2003. JARC is intended to help fund transportation services and supportive activities that facilitate access to jobs for welfare recipients and lower income persons, as well as reverse commute trips for the general public. Staff will summarize available funding, the proposed projects received, actions taken by the DVRPC Board in February, as well as the pending project priority process.
8. Regional Rail Improvement Study R-5 Lansdale/Doylestown Line
SYSTRA Consulting under contract to DVRPC and in cooperation with the Project's Technical Advisory Committee identified 28 scenarios for improving travel time and operational reliability on the line. The scenarios, including assumed stopping patterns, train consists, dwell time and engineering improvements, were evaluated and quantified. Results will be provided.
