3. Nominating Committee for 2004 Officer Recommendations
Elections for the RTC Chair and Vice-Chair will take place at the July meeting for the term July, 2003 to June 2004. The current Chair will appoint a nominating committee to recommend candidates.
4. Transportation Improvement Program (TIP) Actions
During the course of the fiscal year, it becomes necessary for the State Departments of Transportation (DOT's) and/or transit operators to amend the TIP. Six amendments have been submitted for consideration.
a. TIP Action PA03-27 - Section 5310 Capital Assistance Grants (MPMS #62150), requested by PennDOT.
b. TIP Action PA03-28a - Downingtown Pedestrian/Bikeway (MPMS #65902), requested by PennDOT, located in Chester County.
c. TIP Action PA03-28b - Cayuga Street Bridge (MPMS #17722), requested by PennDOT, located in Philadelphia.
d. TIP Action PA03-28c - Spring Mountain Road (Bridge) (MPMS #16098), requested by PennDOT, Located in Montgomery County.
e. TIP Action NJ03-10 - Camden County Civic Convention Center, Pennsauken, (New Proposed Project), requested by Camden County.
f. TIP Action NJ03-11 - Bus Rapid Transit Alternatives Analysis (New Proposed Project), requested by DVRPC on behalf of the Central Jersey Transportation Forum.
g. Note: Staff requests approval from the RTC to handle a Montgomery County request administratively. The request letter from Montgomery County is enclosed at the end of the package:

5. Approval of the DVRPC FY 2004 TIP for New Jersey
Federal law requires the development of a Transportation Improvement Program for the metropolitan region for projects to become eligible for federal transportation funds. The Public Comment period for the Draft DVRPC FY 2004 for New Jersey closes on June 5, 2003. Staff will present the final NJ TIP for recommendation for approval.
6. Annual Self-Certification of the Regional Transportation Planning Process
Federal regulations require that Metropolitan Planning Organization self-certify that the Transportation Planning Process is carried out in conformity with other applicable federal regulations as outlined in the enclosed memorandum dated May 21, 2003.
7. 2004 Work Program Amendment - Bus Rapid Transit Alternatives Analysis
The Central Jersey Transportation Forum is embarking on Bus Rapid Transit Alternatives Analysis, the first step in U.S. DOT's project development process. This will be a multi-agency effort. DVRPC will fulfill the Public Involvement portion of the study. The intent of the study is to improve the efficiency of the region's transportation system by providing an alternative mode to single occupant vehicles to aid in alleviating traffic congestion.

8. What-If Transportation Scenarios
The DVRPC Board has instructed staff to study potential regional, national, and global changes that should be considered in the development of the 2030 Regional Long Range Plan. Staff has identified a set of 12 future scenarios derived from the region's overall socio-economic and spatial prospective, and has completed preliminary qualitative analyses on the initial set. For Phase II, staff suggests a detailed quantitative evaluation of a smaller number of scenarios.
9. FY 2003 Shuttle Evaluations
Shuttle services were evaluated on their performance in FY 2003. These shuttles were ranked by two different methods: the cost per rider to operate the shuttle; and the utilization of the available shuttle capacity. This presentation serves as a follow up to FY 2002's shuttle evaluation.
