5. DVRPC Transportation Improvement Program (TIP)

The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. As situations arise, the RTC is asked to consider changes.

6. Draft DVRPC FY 2005 Planning Work Program

The Planning Work Program for FY 2005 which begins on July 1, 2004 was approved by the Board for distribution and review. This draft document was made available at the Board Retreat on December 3, 2003 and copies were mailed separately to RTC members in mid-December. The draft includes all of the work expected to be completed by DVRPC staff and also the Transportation Support Programs and the Supportive Regional Highway Planning Programs in both States. The RTC is being asked to recommend that the DVRPC Board adopt the Final FY 2005 Work Program.

7. Transportation and Community Development Initiative (TCDI)

The TCDI program was initiated by the DVRPC Board in 2002 to provide direct grant assistance to selected cities, boroughs and first generation suburban municipalities to fund early stage planning activities that support revitalization and improved transportation conditions. Staff will present the results of an assessment of the first year of the program and discuss options for continuing the program into the future. An assessment report will be distributed at the meeting.

8. SEPTA''s Hybrid Bus Test Program

During the past year, SEPTA has been evaluating the performance of two low floor Hybrid buses in order to determine the benefits that might be obtained utilizing this new technology. This presentation, by John Nielsen, the Senior Project Manager, will report on the results obtained to date and further activity which is underway.

9. Pennsylvania Rail Freight Assistance Program

This program provides financial assistance for investment in rail freight infrastructure. The grants are administered by PennDOT''s Bureau of Rail Freight and are available to short line railroads and shippers on a competitive basis. The deadline for submitting applications is February 27, 2004.

10. Intermodal Passenger System Survey, Phase II

The report represents the second phase of a four year work plan and summarizes evaluations at 11 sites, including four NJ Transit stations, four SEPTA regional rail stations, and three park-and-ride lots. The report provides information on parking supply/demand, amenities, interconnecting modes, and commuter parking shed areas.
