5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain
within financial constraint require amendments or modifications to the TIP.

a. PA09-83: Gateway Revitalization/Torresdale Avenue Streetscape Improvement Project (MPMS# 73134), Philadelphia – Add back In

b. NJ10-09: New Jersey Low Bid ARRA Savings Project: Route 70, East of North Branch to CR 539 (DB# 10307), Burlington County – Proposed New ARRA Project

c. NJ10-10: Battleship New Jersey Access Repaving Project (DB# TBD), Camden County – Proposed New DEMO Project

d. Rt. 195, NJ Turnpike to East of Imlaystown-Hightstown Road, DB #09359, Mercer County – Add ARRA Project back into TIP
(this is one of those ARRA projects that we took action on and added in to FY2009 TIP for NJ, was on the transition list, but did not get authorized immediately or in time to be part of the transition list because of issues with FHWA. It has to be added back into FY2010 TIP/STIP in order for FHWA to proceed now with authorization. Verna will send over a package this afternoon. Can you please prepare a memo that we can distribute
at RTC?)

6. Fiscal Year 2010 Planning Work Program Amendments

To respond to the needs of member governments and agencies, work program changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity

a. Regional Multi-Use Trails GIS Data Update

7. DVRPC Fiscal Year (FY 2011 Planning Work Program)

The Draft Planning Work Program for FY 2011 was approved by the Board for distribution and review, with the public comment period closing on January 13, 2010. DVRPC staff are in the process of responding to comments that have been received and are working to resolve any open issues. After Board adoption, relevant revisions will continue to be incorporated in the Work Program and the Final document will be produced. The RTC is being asked to recommend that the Board adopt the Final FY 2011 Planning Work Program, pending the resolution of any outstanding comments and issues.

PRESENTATION ITEMS

8. DVRPC’s ITS Activities and RIMIS Update

Staff will present a summary of recent and ongoing ITS coordination with our county and DOT partners as well as the advancement of the RIMIS system.

9. Paoli Station Intermodal Access and Parking Study

The Paoli Station Intermodal Access and Parking Study presents the findings obtained through research conducted as part of the Delaware Valley Regional Planning Commission’s (DVRPC) Paoli Transportation Center Planning Assistance – Phase 2 initiative. The main contribution of the study is an inventory and assessment of access modes which currently arrive, park, idle, and/or leave Paoli Station, which provides access to SEPTA Regional Rail and Amtrak service. Evaluated modes include drive/park, kiss-and-ride, bus, shuttle, bicycle, and pedestrian. Also as part of this study, DVRPC evaluated issues of parking management and identified potential improvements to the current station and future station area.
