5. DVRPC Transportation Improvement Program (TIP) Actions

The dynamic nature of funding transportation improvements and the need to remain
within financial constraint require amendments or modifications to the TIP.

6. Fiscal Year 2010 Planning Work Program Amendments

To respond to the needs of member governments and agencies, work program changes and additions are brought to the PCC/RTC to permit the timely undertaking of technical activity.

a. Center City Philadelphia Evacuation and Traffic Model

b. New Jersey Route 70 Traffic Study

c. Supplemental Pottstown Bypass (US 422) Traffic Study

d. Supplemental I-95 Interchange Enhancement, Phase III

7. Functional Classification Change for Roadways in the Naval Business Center, Philadelphia

The City of Philadelphia has requested that certain roadways within the former Naval base be added to the federal functional classification system. FHWA has determined that these roadways are public roads. The City has worked with DVRPC and PennDOT to determine their appropriate classes. The RTC is being asked to recommend that the Board approve the change of functional classification.

8. FY 2011 Supportive Regional Highway Planning Program and Transit Support Program Candidate Special Studies

Staff will present the slate of candidate Special Studies projects for Pennsylvania and New Jersey. The Committee will be asked to approve them for inclusion in the draft FY 2011 PWP.

9. Transit Program Update in lieu of Regional Transit Advisory Committee (RTAC) Meeting

Staff will provide summaries on the status of current and completed transit projects throughout the region. Project updates will include region-wide survey work, Transit First, work with Mercer County, and others. This update is being provided in lieu of an additional Regional Transit Advisory Committee meeting.

10. Regional Infrastructure Improvement Zones (RIIZs)

Regions are exploring innovative funding approaches to meet infrastructure improvement and maintenance needs and to leverage federal and state funds. The Ohio-Kentucky-Indiana Regional Council of Governments (OKI) and the National
Association of Regional Councils have developed the RIIZ approach to encourage private sector investment in infrastructure through favorable tax treatment of funds and streamlined approval processes. Staff will provide an overview of the approach and solicit RTC discussion of the approach or alternatives.
