5. DVRPC Transportation Improvement Program (TIP) Actions

 

Rick Murphy, Manager, Office of TIP Development and Maintenance, will present. The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP on a regular basis. The following projects require formal TIP modifications or amendments this month for the FY2022 TIP for New Jersey and/or the FY2023 TIP for Pennsylvania. 

 

 a)      NJ22-109: Network Congestion Management in the Trenton Urbanized Area (DB #TBD), Mercer County – Add New LCD Project into the TIP

b)     NJ22-110: Arena Drive (CR 620) and South Broad Street (CR 524) Multimodal Safety (DB #TBD), Mercer County – Add New LCD Project into the TIP

c)      NJ22-111: Calhoun Street Extension and Multimodal Safety (DB #TBD), Mercer County – Add New LCD Project into the TIP

d)     NJ22-112: Intersection Improvements, Various Locations (DB #TBD), Mercer County – Add New LCD Project into the TIP

e)      PA23-32: SEPTA Key (MPMS #60611), SEPTA – Add New Project into the TIP

6.  Transportation Performance Management (TPM) Roadway Assets Condition and System Performance Targets

 

Federal legislation requires state departments of transportation, transit operators, and metropolitan planning organizations (MPOs) to establish and use a performance-based approach for transportation decision-making to achieve national transportation goals. This includes tracking performance measures, setting data-driven targets, and selecting projects to help meet those targets in five areas: Roadway Safety, Bridge and Pavement Assets Condition, System Performance, Transit Assets, and Transit Safety. PennDOT and NJDOT have recently updated their targets for Bridge and Pavement Roadway Assets Condition (PM2) and System Performance (PM3). Mike Boyer, DVRPC Director of Regional Planning, will present on the performance under each area, as well as a recommendation for regional action on the targets.

7. Update on DVRPC's Regional Housing Initiative

 

Andrew Svekla, Manager, Office of Smart Growth, will present.  As part of DVRPC's Regional Housing Initiative, the Office of Smart Growth and the Office of Community and Economic Development are conducting a regional housing submarket analysis designed to help our planning partners better understand the region's housing challenges and evaluate potential solutions. At this meeting, the project team will share their preliminary findings and discuss how this analysis can be used to address housing affordability concerns throughout Greater Philadelphia. 

 

8. Travel Trends/CBD Travel

 

Brad Lane, Principal Transportation Engineer, will present on the 2020 update of the Travel Trends report. This presents the latest survey data on travel activity in the Delaware Valley region. 

 

9. Update on the Regional Sidewalk Development Program

 

Cassidy Boulan, Assistant Manager, Bicycle Programs, will present agency efforts over the last two years to identify issues that hamper the maintenance of the existing sidewalk network in the region and the expansion of the network by building new sidewalks and closing important gaps. The presentation will conclude with information about an upcoming event, funding DVRPC is pursuing and other opportunities for planning partners to work together to improve conditions for walking in the region.
