4. Highlights of the April 7, 2020 RTC Meeting
DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2019 TIP for PA and the FY 2020 TIP for NJ.
a. PA19-124: Wynnewood Road HSIP (MPMS #114270), Montgomery County – Add New Project to TIP
b. NJ20-023: Reopening Franklin Square (DB #DR1801), DRPA/PATCO – BUILD Award and Cost Increase
c. NJ20-024: PATCO Stations Modernizations (DB #D2006), DRPA/PATCO – Add a New Project to TIP
d. NJ020-25: PATCO Viaduct Preservation Project (DB #D2007), DRPA/PATCO – Add a New Project to TIP
e. NJ20-026: PATCO Rail Replacement, Ferry Avenue to Broadway (DB #D2008), DRPA/PATCO – Add a New Project to TIP
6. FY 2021 Work Program Amendment: Commuter Assistance After COVID-19
During the COVID-19 pandemic, most employees and the rest of the public have been directed to stay at home (SAH). This, predictably, has resulted in a huge reduction in automobile travel and caused service reductions and cuts on public transit. TDM efforts virtually came to a halt. Staff will present on the tasks of this proposed work program designed to assist businesses and commuters with navigating their options for travel as SAH restrictions ease.
7. FY 2021 TCDI Grant Program
DVRPC solicited applications for the FY 2021 TCDI grant program in January 2020. Staff will present the application review process and recommended projects for funding.
8. Appointment of Nominating Committee for Regional Technical Committee Officers
A Nominating Committee will be selected to solicit candidates for Chairman and Vice Chairman of the RTC for FY2021 (July 1, 2020 through June 30, 2021). The Chairman for FY2021 must be a voting member from Pennsylvania and the Vice Chairman must be a voting member from New Jersey. The Nominating Committee will report these candidates and elections will take place at the June 2020 RTC meeting.

9. I-76 Walt Whitman Bridge Corridor Rehabilitation Project: PA-Approach
The Delaware River Port Authority is preparing for a major rehabilitation project along the I-76 corridor between the Walt Whitman toll plaza and the I-76/Passyunk Avenue interchange. DRPA staff will present a description of the project including specific project improvement elements and project timing.
10. Walk to Rebuild Prioritization Tool
Working with the City of Philadelphia, DVRPC devised a web app to assist with prioritization of Vision Zero-related safety improvements near community assets identified for capital improvements through the City's Rebuild program
