1. Call to Order

Task Force members and friends will be welcomed and recognized. Highlights from the previous freight advisory committee meeting on July 13, 2011 will be offered for approval.

2. The Tri-State Regional Intermodal Rail/Port Improvement Program - Action Item

The South Jersey Port Corporation and several state, local, and private sector partners are preparing a TIGER III grant application for ‘‘The Tri-State Regional Intermodal Rail/Port Improvement Program.’’ This multi-faceted set of freight projects is projected to produce significant economic, transportation, and environmental benefits in the Delaware Valley and beyond. Following the presentation, the Goods Movement Task Force’s endorsement of the action item will be sought (see associated action item narrative).

3. I-95 Reconstruction Program

Stephen Dilts, Vice President, CH2M HILL, will offer an overview of PennDOT’s I-95 reconstruction program and discuss potential innovative and implementable strategies that can improve the operations of the I-95 corridor in Pennsylvania for its users before, during and after reconstruction. He will also highlight ways in which members of the DVRPC freight advisory committee members can participate in and facilitate the implementation of the program.

4. Statewide Rail Plans

Many states are developing comprehensive rail plans that treat both freight and passenger activity. This presentation will cover the primary features of the recently completed Delaware rail plan and the major elements of the upcoming New Jersey planning effort. (Note: the Pennsylvania rail plan was presented at a previous committee meeting.). The two featured panelists will be Bobbie Geier, Assistant Administrator, Planning, Delaware Department of Transportation, and Alan Kearns, Assistant Program Manager, Capital Planning, New Jersey Transit.

5. Aker Philadelphia Shipyard

Manny Stamatakis, Chairman of the Philadelphia Shipyard Development Corporation, will provide an update on the Aker Philadelphia Shipyard located in South Philadelphia. Of significant note, the shipyard was recently awarded a contract to build two large tankers for Exxon Mobil and this project is expected to employ 1,000 persons.

6. Two-minute Reports

Task Force and Subcommittee chairs and Task Force members and friends are invited to offer updates on the activities of their companies and agencies.

7. Adjournment

The proposed 2012 meeting dates of the Delaware Valley Goods Movement Task Force are: January 18, April 18, July 18, and October 17.
