1. Call to Order
Task Force members and friends will be welcomed and recognized. Highlights from the previous committee meeting on July 15, 2009 will be offered for approval.
2. County Freight Scans
During FY 2010, DVRPC staff will conduct Freight Scans in each of the region’s nine counties. The primary purpose of the scans is to build greater capacity at the county and city planning departments for addressing freight issues. With the help of the members of DVRPC’s freight advisory committee, staff will perform a number of technical activities highlighting freight facilities and operations within each county.
3. The Regional Comprehensive Economic Development Framework
Mary Bell, DVRPC’s Manager of Demographic and Economic Analysis, will discuss the Greater Philadelphia Economic Development Framework. Created at the behest of the Philadelphia Regional Office of the U.S. Department of Commerce, the framework maps out a comprehensive economic development strategy for the Greater Philadelphia region.
4. South Jersey Freight Transportation and Economic Development Assessment
New Jersey DOT will provide an update on their evaluation of freight transportation needs and opportunities in southern New Jersey. The project team has conducted extensive research and interviewed stakeholders over the past few months, and will present its findings to the Task Force, garner input, and ensure that a complete picture is developed. This presentation will be made by Scott Douglas of New Jersey DOT’s Office of Maritime Resources.
5. South Jersey Transportation Planning Organization
The South Jersey Transportation Planning Organization (SJTPO) is the Metropolitan Planning Organization (MPO) for Atlantic, Cape May, Cumberland, and Salem counties in South Jersey. Like DVRPC, SJTPO provides a forum for cooperative decision-making, coordinates the planning activities of participating agencies, and adopts long-range plans to guide transportation investment decisions. SJTPO staff will describe trends and challenges in the region and the agency’s current initiatives.
6. The Crescent Corridor Intermodal Freight Program
Darrell Wilson, Norfolk Southern’s Assistant Vice President of Government Relations, will present an overview of the Crescent Corridor Program. The 2,500-mile Crescent Corridor, the most direct intermodal rail route between the Northeast and the South, is one of the nation’s most underserved intermodal rail corridors. With modest investments, including the expansion of Philadelphia’s Navy Yard Intermodal Facility, intermodal rail along the corridor could divert 1.3 million long-haul trucks annually.
7. Two-minute Reports
Task Force and Subcommittee chairs and Task Force members and friends will provide updates on the activities of their companies and agencies.
8. Old/New Business
Old or new items of business will be considered. The proposed Delaware Valley Goods Movement Task Force meeting dates for 2010 are: January 13, April 14, July 14, and October 13.
