2. Transportation Improvement Program (TIP) Actions
DVRPC Transportation Improvement Program (TIP) Actions
The dynamic nature of funding transportation improvements and the need to remain within financial constraint require amendments or modifications to the TIP. The following projects require formal TIP Amendments or Modifications this month for the FY 2021 TIP for PA.

2b. PA21-57: Statewide Multimodal Transportation Fund Projects (Various MPMS #s), Various Counties
3. Adoption of the Conformity Determination of the Draft Connections 2050 Long-Range Plan, FY 2021 TIP for Pennsylvania, and Draft FY 2022 TIP for New Jersey
DVRPC is demonstrating conformity for the Draft Connections 2050 Long-Range Plan (Plan), the FY 2021 Transportation Improvement Program (TIP) for Pennsylvania, and the Draft FY 2022 TIP for New Jersey. This demonstration is needed for a new Connections 2050 Plan, a new FY 2022 TIP for New Jersey, and amendments of regionally significant and non-exempt projects to the FY 2021 TIP for Pennsylvania. Staff will present the results of the Air Quality Conformity Determination and request that the DVRPC Board adopt the conformity findings at the September 23, 2021 DVRPC Board meeting.
4. Board Adoption for Connections 2050 Plan
The Board will be asked to adopt the Connections 2050 Long-Range Plan for Greater Philadelphia (The Plan). The Plan outlines a long-range vision and goals, identifies strategies for the future growth of the Greater Philadelphia region, and develops a 30-year financial plan for investing in transportation infrastructure. DVRPC staff has worked with the RTC, Board, and members of the public to develop the plan over the past several years, most recently completing a 30-day public comment period on the Draft Plan. A summary of comments received and recommended changes will be provided.
5. Adoption of the Draft DVRPC FY2022 Transportation Improvement Program (TIP) for New Jersey (FY22–FY25) with Recommended Changes
A Transportation Improvement Program (TIP) is required by federal law and planning regulations for the metropolitan region to be eligible to receive and spend federal transportation funds. The MPO develops the TIP in cooperation with member governments, the state Department of Transportation, and transit operators, and must provide an opportunity for public input and comment. A minimum 30-day public comment period must be conducted prior to a formal action to adopt the TIP. For the Draft DVRPC FY2022 TIP for New Jersey, staff will present a program overview, comments received during the public comment period, a proposed list of recommended changes to the draft program, and ask that the Board adopt the DVRPC FY2022 TIP for New Jersey with the recommended changes. The Draft TIP document is available online at www.dvrpc.org/TIP/Draft and in hardcopy at various public libraries and the DVRPC office.

6. What's in Store: Exploring the Future of Shopping Malls in Greater Philadelphia
Increased online competition, evolving consumer preferences, and, more recently, the COVID-19 pandemic have contributed to the decline of enclosed shopping malls. Although many of these properties may no longer support a traditional mall, they are often strong candidates for redevelopment. This report summarizes research designed to help communities throughout Greater Philadelphia better understand the challenges and opportunities created by struggling or vacant mall properties.
