3. DVRPC Year 2030 Municipal Employment Forecasts
Staff will present the revised municipal employment forecasts for 2030 and request approval that these values be used for ongoing planning work at DVRPC.
4. Adoption of the Updated Conformity Finding of the FY 2005 Transportation Improvement Program (TIP) and the Horizons 2025 Long Range Plan Under Current and Imminent National Ambient Air quality Standards (NAAQS)
The 30-day public comment has been completed for the 8-hour transportation conformity finding and the Board is now being requested to adopt the draft conformity document.
5. Expansion of the Regional Transportation Committee (RTC) to Include a Representative of the Greater Philadelphia Chamber of Commerce
In an effort to include economic development considerations in our plans and programs, the RTC requests that the Board approve the inclusion of a representative of the Greater Philadelphia Chamber of Commerce to sit, as a non-voting member, on the RTC.
6. DVRPC Draft Fiscal Year 2006 Planning Work Program
Highlights of the DVRPC Board FY 2006 Planning Work Program Committee meeting of December 9, 2004 will be reported. The Board will be requested to authorize the distribution for review and comment of the DVRPC Draft Fiscal year 2006 Planning work Program for adoption in January.
7. DVRPC FY 2005 Planning Work Program Amendment - New Initiative on Transportation, Land Use, and Economic Development Planning
DVRPC will assist PENNDOT and NJDOT in their collaborative program to improve planning in the two states by integrating transportation with economic development and land use planning. The objectives are to construct transportation projects that generate greater overall benefit and that can be implemented more rapidly.
8. Agility Agreement Between PENNDOT and DVRPC
DVRPC's primary task under this Agility Agreement will be to work in collaboration with PENNDOT in order to refine and expand their agility program.
9. SEPTA Financial Crisis
SEPTA faces a $62 million deficit for FY 2005 and has proposed a series of drastic service reductions and fare increases to cover the deficit. Pennsylvania is considering flexing federal highway funds to eliminate or reduce the deficit.
