The DVRPC/PennDOT Connects Complete Streets Resurfacing Program is an effort to identify roads for potential investment in bike-friendly and other complete street improvements as part of regularly scheduled PennDOT resurfacing projects.
During 2024, nearly 16 miles of new bike infrastructure was added to the four Pennsylvania collar counties in the DVRPC region through the DVRPC/PennDOT Complete Streets Resurfacing Program. The program is an effort to identify roads for potential investment in bike-friendly and other complete street improvements as part of regularly scheduled PennDOT resurfacing projects. DVRPC and PennDOT District 6 work with the four counties (Bucks, Chester, Delaware, and Montgomery counties), and the Bicycle Coalition of Greater Philadelphia to coordinate these improvements.
The goals of the program are to identify important connections to expand the bicycle network, improve safety for people bicycling, and implement new facilities quickly and efficiently. In the suburbs, a screening process relies on local and county priorities to identify potential projects, and then the counties, DVRPC, and PennDOT work with the municipalities to build support from local officials to move forward with the improvement. DVRPC also supports a related program in Philadelphia, using capacity analysis to develop conceptual designs that meet the City of Philadelphia’s high-quality bike network goals.
Since the Complete Streets Resurfacing Program’s launch, it has added approximately 48 miles of new bike-friendly infrastructure to southeastern PA suburban counties. Improvements are focused on high-quality connections, with facilities ranging from 0.3 miles of bike lanes on Belvior Road (SR 3017) in Norristown and East Norriton, Montgomery County, to 4.5 miles of bike lanes and sharrows on Chester Road/Providence Road (SR 320) in Delaware County.
