Job Description
This is a professional position responsible primarily for supporting collaboration within the Regional Planning Division and across DVRPC to support core MPO functions. To fulfill MPO planning requirements DVRPC convenes a wide array of partners across Greater Philadelphia to develop plans and projects to meet the region’s long-term needs, as well as informing and facilitating data-driven decision making to implement priority projects. Key examples of this collaboration include the Long-Range Plan, Transportation Improvement Program (TIP), Congestion Management Process (CMP), and regional freight planning program. Collaboration within and across offices at DVRPC is essential for the development of projects to support regional goals such as increasing safety across the transportation system, increasing accessibility and mobility of people and freight, maintaining the existing transportation network, and improving the resiliency and reliability of the transportation system, among others.
The employee will assist with collaboration to facilitate project development, performance-based planning coordination, and programming activities in both states, including assisting with data collection, research, and analysis to support unit or cross-unit projects, and coordinating with various planning efforts to develop and advance priority transportation plans and projects. Project development activities also include coordination with state departments of transportation (DOTs), counties, municipalities, transit operators, and other DVRPC staff to help evaluate and prioritize proposals, including consideration of federal performance measures and Long-Range Plan goals; facilitate stakeholder input; and track outcomes.
Work is performed in accordance with broadly defined objectives and professional standards and is subject to administrative and technical review by the Associate Director of Capital Programs and Project Development.
Responsibilities
- Assist with research, data collection, and routine analysis supporting unit or cross-unit projects. Examples include assisting with the development and application of project evaluation criteria,
- development/tracking of supplemental commitments for roadway projects adding major single-occupant vehicle (SOV) capacity, and project development activities to support efficient regional freight movements.
- Participate in team assignments and collaborate with more experienced staff to learn established procedures and methodologies.
- Prepare basic reports, graphics, and presentation materials.
- Attend internal and external meetings for professional development.
- Learn to use agency tools, software, and data systems.
- Contribute to a collaborative, inclusive, and learning-oriented work environment.
- Support coordination with partners for project development and implementation activities, including I-95 Planning Assistance (PA), PennDOT Connects (PA), Supporting Communities (PA & NJ), and focused initiatives (such as the Lower South Collaborative).
- Support Executive leadership in researching and analyzing new regional funding and financing mechanisms, and related efforts.
- Perform related work as required.
Qualifications
- Foundational knowledge of the principles, practices, and objectives of transportation planning, and ability to relate this knowledge to the development of a regional transportation system.
- Strong analytical, written, and verbal communication skills.
- Ability to learn and apply new methods and technologies.
- Demonstrated initiative, curiosity, and commitment to public service.
- Strong organizational and time management skills, and the ability to handle multiple tasks and adhere to strict and frequent deadlines with attention to detail and accuracy.
- Proficiency with MS (Word, Excel, PowerPoint) and G-Suite (Google Docs, Sheets, and Slides).
- Experience using applications with an emphasis on data analysis, reports, and presentations.
- Experience and knowledge of spreadsheet software (MS Excel), and the ability to conduct analyses and produce reports using such data management tools. Experience with Geographic Information Systems (GIS) software is a significant plus.
Experience & Training
To be classified as an RA I, a minimum of one year of professional experience in transportation or regional planning is required. Such experience may have been gained from a combination of experience and training. Training may have been gained through graduation from a four-year college/university, with major coursework in a planning-related discipline applicable to transportation planning. A Master’s degree can be substituted for one year of experience.
